Overview

The Associate Registration and Identity Management Officer supports the management of UNHCR's registration and identity management activities, assisting in the implementation of identity management strategies for displaced populations.


Key Responsibilities
  • Assist in the implementation of registration, enrolment and digital identity strategies.
  • Provide technical support to staff on registration and digital identity management activities.
  • Contribute to the development and dissemination of operational guidance.
  • Design procedures and systems for quality registration data assurance and conduct data quality checks.
  • Provide post-deployment support and maintenance of UNHCR refugee systems applications.
  • Assist the country team to establish and strengthen digital identity, registration and identity management capacity.
  • Liaise with the Global Data Service to facilitate registration and identity management activities.
  • Advocate with and support government authorities to establish and strengthen registration and digital identification procedures.
  • Establish linkages with key partners to implement appropriate case and data management approaches.
  • Support the operationalization and negotiation with government and UN partners related to interoperability of external digital identification systems.
  • Liaise and engage with government, humanitarian and development actors, and the private sector to promote inclusion of refugees into host States' population registers and digital identity systems.
  • Support the collection of reliable data and analysis relating to registration, identity management and digital identification.
  • Monitor, document and report on registration and identity management activities.
  • Support the identification and management of risks and opportunities impacting objectives.
  • Perform other related duties as required.
Required Experience

Minimum three years of relevant professional experience in refugee registration, data management, database administration, field protection, case management, population verification, emergency response, returnee movements, or other directly relevant humanitarian operations. Prior experience with Government counterparts, civil registry authorities, implementing partners, and multi-functional teams in camp, settlement, border, transit, urban, or emergency settings.

Qualifications

Degree (Bachelor’s or higher) in Law; Development Social Sciences; Information Technology, with focus on Database Development, Data Management and Analysis; Demography; Geography; Political Science; Business Administration; Humanities; Statistics; or other relevant field. Training on Emergency Registration.
