Overview
The Security Coordination Officer will participate in the development of Security Plans to preserve the safety and security of UN personnel, assets, and operations in the field mission.
Key Responsibilities
- Prepares draft of security and/or contingency plans for the Mission, designated county or geographic area, including all aspects related to elaboration, development, implementation, monitoring and updating of the plan
- Maintains continuing lines of communication with security focal points and all other security entities and/or agencies involved in the mission to ensure maximum security coordination.
- Serves as a member of the United Nations Security Cell, contributing to implementation and evaluation of the effectiveness of the security and/or contingency plans.
- Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel on potential security problems, as crossfire, kidnapping, armed attacks, arrest and detention.
- Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads.
- In conjunction with Fire Security Officer ensure that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
- Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control.
- Maintains and regularly updates RSM measures, provides advice and training to staff on residential security measures such as window guards, alarm systems and locks to minimize associated security risks.
- Maintains dialog with authorities and international institutions/INGOs/ Civil Protection Services in the event of natural disasters.
- In conjunction with SOC supervisor and IT officer, ensures availability of emergency communications system by making periodic checks to determine if the system is functioning properly; arranges for necessary repairs or adjustments.
- Investigates in conjunction with Investigations Office security-related incidents involving UN personnel
- When required, assume responsibility for guard force management.
- In conjunction with CPU Unite supports when required protection detail for senior officials as necessary.
- Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.
- When required supports Information’s Unit in coordination with Security Analyst.
- Performs other duties, as may be assigned by the PSA/CSO and or Chief of SIOC.
Required Experience
A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required. Experience in UN operations planning and information management, is required. Experience in management of security units in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a field based environment is desirable. At least two year experience and exposure at the international level is desirable.
Qualifications
An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required; A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. UNDSS Certification in the Security Analysis Process and Practice Course (SAPP), is required. UNDSS Certification in the Security Certification Programme (SCP), is required.
