Overview

Conduct an assessment of the 2nd Phase of the Programme for Advancing the Rights of Persons with Disabilities, particularly Women and Children with disabilities.


Key Responsibilities
  • Assess relevance and strategic alignment with national priorities, disability frameworks, and international commitments.
  • Evaluate programme implementation progress, coordination, and emerging results.
  • Review institutional strengthening, stakeholder engagement, and sustainability considerations.
  • Assess integration of human rights, and disability inclusion dimensions.
  • Identify lessons learned, good practices, implementation challenges, and areas for strengthening.
Required Experience

More than 7 years of experience in programme assessments and evaluations, preferably with a proven track record of completing high-quality evaluations focused on persons and children with disabilities. Prior experience in leading evaluability assessments is highly desirable. Demonstrated ability to effectively use quantitative and qualitative research and evaluation methods, incorporating equity, human rights, and gender-based approaches.

Qualifications

Advanced university degree (Master`s) in evaluation, social sciences, or other relevant fields.

Excellent oral and written communication skills in English.
Languages Preferred
Understanding and application of United Nations evaluation quality norms and standards will be added advantage.
