Overview

Conduct an independent final evaluation of Phases I and II of a climate resilience project, assessing performance, results, and providing actionable learning for future programming.


Key Responsibilities
  • Develop an evaluation matrix and Inception Report.
  • Conduct key informant interviews, focus group discussions, and consultations.
  • Assess capacity-building, knowledge exchange, and institutional learning components.
  • Prepare a comprehensive draft Evaluation Report.
  • Present the draft Evaluation Report and incorporate feedback.
  • Deliver a final consolidated Evaluation Report.
Required Experience

Minimum of five years of progressively responsible experience in evaluation is required. Demonstrated experience conducting independent evaluations of development programmes, preferably in multi-country or multi-stakeholder contexts is required. Proven experience applying participatory and gender-responsive evaluation approaches is required. Strong analytical and research experience related to climate change, environmental sustainability, urban resilience, or sustainable urban development is an added advantage. Experience working with an international development organizations is highly desirable.

Qualifications

Minimum advanced university degree (M.A or M.Sc. or equivalent) in relevant field in Social Sciences, International Relations, Public Policy, Urban/Regional Planning, Environment Studies, International Development, Evaluation is required. A first degree with 2 additional years of experience may be accepted in lieu of the advanced degree.

Fluency in other UN languages is considered an advantage.
