Overview

Provide overall technical support to UNICEF-supported health projects in areas such as procurement, installation, and quality assurance of medical equipment, and technical assistance for medical gas pipeline systems.


Key Responsibilities
  • Provide technical oversight and monitoring of construction, renovation, and installation works for M-SCANU facilities.
  • Ensure physical, mechanical, and medical gas pipeline system works adhere to approved designs and national standards.
  • Conduct site visits and provide technical recommendations for quality, safety, and timely completion.
  • Coordinate with contractors, hospital authorities, DGHS, and UNICEF engineering teams.
  • Monitor compliance with safety standards and infection prevention measures.
  • Review, validate, and finalize product and equipment specifications for medical and SCANU-related equipment.
  • Support procurement processes through technical assessment of equipment specifications and vendor submissions.
  • Support quality assurance processes during procurement, delivery, installation, and commissioning of equipment.
  • Conduct physical verification and technical quality checks of delivered products.
  • Monitor installation, calibration, testing, and commissioning processes.
  • Document technical findings and recommend corrective actions.
  • Conduct hands-on orientation and training for healthcare providers and biomedical personnel.
  • Support development of user guidance materials and operation manuals.
  • Provide on-site technical mentoring and operational guidance.
  • Prepare technical monitoring reports, site visit reports, and progress updates.
  • Maintain coordination with UNICEF health and engineering teams, DGHS counterparts, contractors, suppliers, and hospital authorities.
  • Provide technical recommendations for decision-making and project improvements.
  • Support strengthening the environmental surveillance system, including laboratory capacity enhancement and field operations.
  • Manage asset and supply chain for equipment shipments and registration.
  • Provide technical supervision for ICP-MS system and conduct site visits for system performance benchmarking.
  • Liaise with equipment suppliers for user support and warranty management.
  • Supervise and monitor Paediatric Intensive Care Unit (PICU) equipment installations.
  • Facilitate coordination for smooth commissioning and sign-off of PICU equipment.
  • Monitor vendor compliance with Operation and Maintenance service level agreements.
  • Provide on-site construction supervision and quality assurance for negative pressure isolation rooms.
  • Conduct routine engineering inspections for structural milestones and biosafety standards.
  • Support stakeholder coordination for integrated delivery of isolation unit renovations.
  • Support procurement and pre-positioning of essential health emergency response supplies.
  • Design and deliver training programmes for clinicians, nursing staff, and biomedical engineers.
  • Collaborate with equipment manufacturers to develop specialized training modules.
Required Experience

Minimum of Seven (7) years of progressive professional experience in the biomedical engineering sector, hospital engineering departments, or large-scale healthcare infrastructure projects.

Qualifications

Minimum Qualification: Bachelor of Science (B.Sc.) degree or an equivalent university degree. The degree must be obtained from a government-recognized or UGC-approved (University Grants Commission) university/institution.
