Overview

Provide support on the development and implementation of Environmental Social Management and Monitoring Plans (ESMMP) and related documentation. Support community engagement, perform surveys, and participate in monitoring activities.


Key Responsibilities
  • Maintain relations with key stakeholders.
  • Organise community engagement events.
  • Support activities related to non-technical surveys and coordination of unexploded ordnance (UXO) activities.
  • Support the development, update, and review of ESMMP, Stakeholder Engagement Plans, ESHS Due Diligence reports, and Asbestos Survey reports.
  • Assist in the development and updating of ESHS procedures, guidance materials, and training materials.
  • Participate in the identification, survey, and management of Asbestos Containing Materials (ACM) issues.
  • Conduct air sampling and material sampling, dispatch samples, and follow up on results.
  • Prepare Asbestos Survey Reports and deliver health and safety training to contractors.
  • Monitor contractors’ and subcontractors’ adherence to national HSE and ESMMP requirements.
  • Provide technical support for ESHS requirements during project implementation.
  • Support the implementation of ESHS inspections, audits, and checks.
  • Support the implementation of the ESHS training plan, including Toolbox Talks (TBT).
  • Assist in identifying potential project opportunities to support programme sustainability.
  • Contribute to the development of assessments, concept notes, and project proposals.
  • Prepare drafts/reviews of Terms of Reference (ToRs), Statements of Work (SoW), and Bills of Quantities (BoQs) associated with ESHS and UXO activities.
  • Organise, facilitate, document, and report on Public Hearings and Coordination Meetings.
  • Support the establishment and maintenance of grievance mechanisms and maintain the complaints log.
  • Review Method Statements submitted by contractors/subcontractors and provide technical comments.
  • Inspect documentation, training certificates, permits, and qualifications of personnel.
  • Report and record incidents occurring on site and participate in incident investigations.
  • Perform other duties as may be assigned.
Required Experience
  • At least seven years of relevant work experience with a high school diploma/certificate; OR at least five years of relevant professional experience with a Bachelor’s degree or equivalent.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience in ESHS sphere (monitoring, risk assessment, development documentation, tendering, preparation of thematic reports/presentations, auditing, inspection and survey).
  • Experience of work with Ukrainian HSE legislation.
  • Experience coordinating with various stakeholder groups.
  • Experience supporting the establishment and implementation of grievance mechanisms.
  • Experience in IOM administrative and financial management would be an advantage.
  • Experience in the usage of office software packages (MS Word, Excel, PowerPoint, Outlook, Project etc.) and knowledge of spreadsheet and data analysis.
  • Experience in supporting humanitarian demining activities would be an asset.
  • Working knowledge of ISO 9001, 14001 and 45001 management systems would be an advantage.
  • Working knowledge of ESHS risk assessments would be an advantage.
Qualifications
  • High school diploma/certificate OR Bachelor’s degree or equivalent in Health Safety Environment, Social Sciences, Engineering or related field from an accredited academic institution.
  • IEMA and/or NEBOSH certificates/diplomas (or similar courses) holders would be an advantage.
