Overview
The role is responsible for overseeing the development and implementation of the United Nations Framework Classification for Resources (UNFC), with a focus on minerals, critical raw materials, and anthropogenic resources within the UNECE region and globally. It involves producing technical policy analyses and collaborating with various stakeholders.
Key Responsibilities
- Overseeing the further development and implementation of UNFC, particularly its application to minerals, critical raw materials and anthropogenic resources in the UNECE region.
- Producing global, regional, national, and sectoral technical policy analyses through liaison with relevant stakeholders.
- Further developing and facilitating implementation of UNFC, with a focus on critical raw materials, other minerals, and anthropogenic resources, by collaborating with all relevant stakeholders.
- Organizing technical meetings, seminars, workshops, and conferences to foster knowledge exchange and collaboration in relation to UNFC and UNRMS.
- Developing comprehensive technical and policy documentation, publications, and case studies related to the implementation of UNFC and UNRMS.
- Planning of annual work programme on UNFC and UNRMS, including milestones.
- Managing daily work programme on UNFC and UNRMS: Allocation of assignments, participant support, contracts, and evaluation.
- Developing relevant key performance indicators (KPIs) to measure outcomes and to facilitate evaluation of programme of work.
- Providing technical expertise and knowhow to the UN Working Group on Transforming the Extractive Industries for Sustainable Development and promote implementation of UNFC and UNRMS.
- Organizing the annual UNECE Resource Management Week, including the Expert Group on Resource Management annual session, and promote UNFC therein.
- Identifying additional extrabudgetary resources for the work on sustainable resource management, particularly related to UNFC.
- Building capacity on UNFC in the International Centres of Excellence on Sustainable Resource Management (ICE-SRMs).
- Representing the Division at international, regional and national meetings on sustainable resource management issues.
- Representing the Division in providing technical guidance and assistance on the sustainable use of natural resources and resource management, including the application of UNFC, to other UNECE Divisions, UN organizations, international financial institutions, and regional organizations.
- Developing and maintaining relations with stakeholders, both internal and external.
- Commissioning and supervising studies and analyses related to resource classification, including case studies and national and regional guidance on UNFC.
- Performing any other duties as required.
Required Experience
A minimum of seven years of progressively responsible experience in the management of energy and mineral resources or a related area is required. At least three years of experience having worked in or with the United Nations Framework Classification for Resources (UNFC) as part of a national or local government, international organization, private sector, academia or civil society is required. At least five years of experience working on critical raw materials is required. Experience working with economies in transition or developing countries is desirable. Experience working with national or local administrations that deal with energy and mineral resources is desirable. Two years or more of experience in data analytics or related area is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in geology, mining/minerals/mineralogy, chemical or environmental engineering, earth sciences, geoscience, geochemistry, geophysics, petrology, or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in any field of study with an additional two years of relevant work experience may be accepted in lieu of the advanced university degree.
