Overview

The Senior Programme Associate will manage and contribute to the commitment and management of EU funds for humanitarian and development aid to UNICEF Country and Regional Offices worldwide. The role involves coordinating, monitoring, and ensuring quality during project proposal preparation, design, planning, and management.


Key Responsibilities
  • Provide information on funding, thematic areas, and analysis to UNICEF Country Offices (COs), Regional Offices (ROs), and EU counterparts.
  • Maintain dialogue with EU geographical/thematic desks to identify collaboration avenues.
  • Provide guidance and support to ROs/COs on current/upcoming EU funding availability.
  • Participate in Brussels-led UN coordination groups.
  • Support the review of proposals, budgets, and modification requests from UNICEF Country Offices/Regional Offices.
  • Contribute to information exchange between EU desks, EU Field offices, and COs/ROs.
  • Support the monitoring of project proposal status.
  • Provide advice to ROs/COs on programme/project recommendations and new approaches.
  • Process legal agreements/amendments and ensure compliance.
  • Input into UNISON grants and grant amendments.
  • Support COs/ROs for EU verifications.
  • Provide data analysis and comparative funding analysis.
  • Support the monitoring of programme implementation progress and compliance.
  • Assist CO/RO/SD in managing negotiations with the EU in case of non-compliance.
  • Coordinate with CO/RO, DFAM, and/or Supply Division to resolve non-eligible expenditures.
  • Undertake field visits to support project/programme monitoring and advise on corrective actions.
  • Ensure regular contact with regional and country office Partnership officer focal points.
  • Support the update of offices’ internal pipeline and monitoring tables.
  • Summarize/analyse information and EU funding trends.
  • Collaborate with COs/ROs/GPG/EMOPs/SD in project proposal formulation.
  • Contribute to proposal coherence by providing guidance on results, indicators, activities, and budget allocation.
  • Support the strengthening of COs/ROs/GPG/EMOPs/SD partnership team capacity to work with EU Funding.
  • Liaise with EU/ECHO officers during field visits.
  • Support the identification of eventual exchange rate loss, 100% funding, and matching funds.
  • Coordinate with internal and external counterparts to improve UNICEF’s ability to collect, disseminate, and exchange information relevant to humanitarian aid and programme/project status and implementation.
  • Substitute for other general service colleagues in their absence.
  • Perform other duties as required.
Required Experience

At least 7 years of relevant work experience in Financial Management, Project management, grant management, budgeting, humanitarian programming, development programming, monitoring and evaluation, compliance management, program coordination, capacity building, and any other related fields.

Qualifications

Secondary Education in any related fields.

Proficiency in English and French is required.
Languages Preferred
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
