Overview

The Business Support Assistant (Budget & Programming and Finance) will provide procedural and technical support in finance and budget areas, ensuring compliance with WFP policies and procedures. Key Responsibilities
  • Contribute to the review of budget plans, monitoring and analysis of project financial performance.
  • Provide basic analysis on fund and grant balances and refer discrepancies to supervisor.
  • Contribute to pipeline management facilitating efficient monitoring.
  • Enter accurate data in corporate systems within established deadlines.
  • Compile data, provide basic analysis, maintain records, and prepare periodic and ad hoc reports.
  • Maintain communication with individuals regarding project funds management matters.
  • Provide guidance and on-the-job training to other staff in budget planning and fund management.
  • Follow standard emergency preparedness practices.
  • Provide procedural and technical support to staff within finance and budget areas.
  • Support the development and implementation of financial policies and procedures.
  • Monitor the daily cash position to optimize use of surplus cash.
  • Monitor the centralised registry system to process payments and invoices.
  • Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts.
  • Co-ordinate with other teams to ensure financial and administrative services are performed efficiently.
  • Monitor account balances and process financial transactions accurately and timely.
  • Monitor and analyse general ledger accounts to initiate corrective actions.
  • Compile data from WFP database and systems to assist in generating and analysing financial reports.
  • Allocate tasks to other support staff, provide guidance and on-the-job training in management of financial resources.
  • Remain on stand-by and follow standard emergency preparedness practices to meet immediate emergency requirements.
  • Provide administrative services to projects including market analysis, follow up on purchase requests, arrangement of events and processing/clearance of financial advances.
  • Support the implementation of financial policies and procedures and assist implementation of proper accounting procedures, systems and cash controls.
  • Monitor the centralised registry system for processing payments and invoices.
  • Compile data from the WFP database and systems to assist in generating and analysing monthly financial reports.
  • Review budget plans, monitor and analyze project financial performance and make recommendations.
  • Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures.
  • Support pipeline management ensuring efficient monitoring.
  • Contribute to the improvement of internal control processes, enhancement of corporate systems and design of tools.
  • Enter project budget plans and revisions in the corporate systems.
  • Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports.
  • Maintain communication with stakeholders regarding project funds management matters and related processes.
  • Provide guidance to the staff and contribute to their learning and development in budget planning, fund management and operational planning.
Required Experience

A minimum of 5 years of prior experience in budget monitoring, finance, preferably in the UN or other INGOs. Previous experience supporting the preparation and management of budgets. Experience in providing assistance in monitoring budgets/resource plans/pipelines/supply chains. Experience assisting with budget management and budget allotment related issues and systems. Experience working with auditors and other third-party vendors.

Qualifications

Completion of secondary school education (grade 12). A post-secondary certificate in the related functional area.
