Overview

The Budget Management Associate will provide technical and financial support for project implementation in accordance with UNDP rules and regulations, entering and managing project data in corporate systems.


Key Responsibilities
  • Provides effective support for management of the budget and financial management of projects.
  • Supports the Project Manager in drafting project documents, work plans, budgets, and proposals.
  • Manages, accounts for, and administers budgets for the CO programme and specific projects.
  • Creates projects in Quantum, prepares budget revisions, and submits them to the Finance Resource Management Unit.
  • Updates the project management module in UNDP’s enterprise resource planning system (Quantum).
  • Maintains an updated database of active development partners, donors, and private sector actors in waste management.
  • Provides finance-related guidance to executing agencies.
  • Presents information for audit of NIM projects and supports the implementation of audit recommendations.
  • Creates requisitions in Quantum for development projects and registers goods receipts.
  • Supports the portfolio in creating vouchers, issuing requisitions, budget checking, and receipting in Quantum.
  • Monitors Accounts Receivables for UNDP projects and follows up with partners on contributions.
  • Provides administrative support for project presentations to the Project Appraisal Committee and finalization of donor contribution agreements.
  • Supports regular project board sessions and project assurance monitoring.
  • Monitors financial reports and supporting documents from implementing partners.
  • Structures documentation of information and communication with donors related to financial matters.
  • Manages and administers budgets, monitors mobilized resources, and conducts financial monitoring/spot checks.
  • Reviews contribution agreements and accurately records contributions.
  • Prepares financial reports for donors.
  • Provides advice and review on the overall budgetary and financial situation of development projects.
  • Organizes training for operations/projects staff.
  • Synthesizes and documents lessons learned and best practices in project support management.
  • Contributes to knowledge networks and communities of practice.
Required Experience
  • Minimum of 7 years (with secondary education) or 4 years (with Bachelor Degree) in the field of development for project management support is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required.
  • Relevant experience in administrative/ financial/ procurement/ asset management and project activities is required.
  • Experience in liaising and coordinating with government counterparts would be highly desirable.
  • Experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies will be an advantage.
  • Experience in collecting, analyzing, and summarizing administration report.
  • Advanced experience in spreadsheet and database packages, experience in handling of web-based management systems is desired.
  • Experience using budget/ travel management using UN/ UNDP rules and regulation would be desirable.
Qualifications
  • Secondary Education is required with specialized certification in accounting and/or Finance.
  • University degree in Finance or Accounting is desirable.
  • Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP).
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited.
  • Candidate with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.
