Overview
The Project Manager will coordinate the implementation of the project, provide strategic direction for the programme, and ensure institutional capacity development and health system strengthening.
Key Responsibilities
- Management of the project on a daily basis to achieve performance indicators.
- Management and supervision of project implementation and evaluation.
- Assess programmatic impact and oversee appropriateness of methods used to verify progress.
- Analyse programmatic impact and take decisions to correct deviations from targets.
- Assurance of successful project completion in accordance with stated outcomes and performance indicators.
- Regular communication and coordination with the National Partner, Project Board, and stakeholders.
- Organization of Project Board meetings at least twice a year.
- Regular communication with senior UNDP management.
- Assurance of coordination with other UNDP projects and strategic initiatives.
- Preparation of Annual Work Plans (AWP), including monthly targets and deliverables.
- Tracking of work outputs throughout the year.
- Tracking and managing project spending in accordance with the project budget and UNDP rules.
- Preparation of regular progress reports (programmatic and financial).
- Preparation and submission of annual Project Implementation Reviews and other required progress reports.
- Coordination of the work of international and national consultants.
- Supervision of regular data collection and analysis, reporting, and public outreach.
- Oversight of the overall administration of the project office.
- Travel to project sites within Turkmenistan if required.
- Possible travel outside the country for international meetings.
- Support during project evaluations.
- Plan detailed actions according to annual work plans and monitor progress.
- Mobilize goods and services, including drafting Terms of References (ToR) and work specifications.
- Perform functions of Project Manager in Quantum for approval of requisitions.
- Manage requests for provision of financial resources.
- Monitor financial resources and accounting.
- Ensure project activities are covered by UNDP communication means.
- Prepare Final Project Review Reports.
- Identify follow-on actions.
- Manage the transfer of project deliverables, documents, files, equipment and materials.
- Prepare final CDRs for signature.
- Lead the process of developing and mobilizing resources for new projects.
- Act as financial manager and retain ultimate responsibility for financial resources.
- Ensure accuracy and transparency in the management of project financial resources.
- Ensure timely preparation of all necessary financial reports.
- Serve as the Project’s ambassador and advocate.
- Create and foster a good working relationship with the media.
- Participate at national and international meetings.
- Contribute to the production and publication of public information material.
- Establish and maintain good working relationships with peer project managers.
- Lead the process of quarterly and annual planning of project activities.
- Build effective working relationships with the main national partner, key stakeholders, and UNDP teams.
- Lead the implementation of the Project M&E Plan.
- Carry out monitoring visits to Project sites.
- Collate monitoring results, analyze them, and formulate proposals for adaptive management.
- Implement decisions and advice of the Project Board.
- Provide a report to each Project Board meeting.
- Assume lead responsibility for the preparation and content of the annual Project Progress Report.
- Prepare quarterly and annual project plans and reports.
- Respond to requests for reports on Project management and performance.
- Identify, synthesize and document best practices and lessons learned.
Required Experience
Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design or implementation of development projects.
Qualifications
Advanced University degree (master’s degree or equivalent) in Medicine, Public Health, Biology, Chemistry, Laboratory systems, or another related field is required, or A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience.
