Overview
The Senior Procurement Specialist will support and develop dialogue for reform activities in DRC, participating in operational, analytical, and advisory activities. The role involves leading procurement reforms, advising on e-procurement implementation, and providing a complete range of procurement services.
Key Responsibilities
- Organizes and delivers procurement services, ensuring fiduciary and quality controls, and consistent application of policy.
- Plays a leadership and advisory role to clients and colleagues in handling complex procurement tasks.
- Supports country dialogue regarding reform and modernization of public procurement systems.
- Develops and promotes innovations in Bank procurement policies.
- Supports client countries in achieving value for money in public procurement.
- Contributes to the Bank's efforts in promoting procurement reform dialogue.
- Organizes and conducts reviews of procurement aspects of Bank documents.
- Handles procurement cases subject to Practice Manager and Operations Policy Review Committee reviews.
- Leads and participates in groundbreaking or precedent-setting missions.
- Ensures the use of electronic tools, e.g., Systematic Tracking of Exchanges in Procurement (STEP).
- Guides and mentors other staff, and establishes a framework for knowledge dissemination.
- Designs and delivers capacity building workshops for Bank staff and borrowers.
Required Experience
- A minimum of 8 years of relevant experience including broad expertise in the management of public procurement with multiple countries/regional experience.
- 3 years’ experience in large portfolio countries handling complex works procurement above $10m each.
- Extensive experience in advising countries in procurement reforms.
- In-depth knowledge and specialized command of all major facets of the Bank procurement policies and practices.
- Proven ability to carry out assessment of procurement capacity of implementing agencies.
- Demonstrated experience in handling large value complex procurement at OPRC level.
- Proven track records in supporting clients in initiating and implementing programs/projects with development impact.
- Experience in conducting country procurement systems assessments using MAPS methodology.
- Broad knowledge of design and implementation of e-procurement system and application of procurement data analytics.
- Good understanding of critical linkages and relationships among business drivers and procurement processes.
- State-of-the-art knowledge of the concepts, principles and practices which govern international procurement as well as public procurement policies.
- Ability to operate effectively in a matrix management environment.
- Proven ability to conceptualize, design and implement major projects.
- Previous experience working in FCV environment will be an advantage.
Qualifications
An advanced degree (MA/MSc/MBA) in relevant discipline (e.g., engineering, procurement, law, finance, business, or commerce).
