Consultant for the Regulatory Diagnosis and Analysis of HFC-23 Policies

Overview

Consultant to conduct a regulatory diagnosis and analysis of HFC-23 policies in Mexico, supporting the country's commitments under the Kigali Amendment to the Montreal Protocol.

Key Responsibilities

• Prepare an inception report including methodology, activities, timeline, stakeholders, and legal instruments to be reviewed.
• Conduct a targeted review and analysis of existing national laws, regulations, policies, and institutional arrangements relevant to HFC-23 by-product emissions control.
• Conduct targeted consultations and interviews with relevant governmental authorities and key stakeholders.
• Incorporate feedback from consultations and meetings into the regulatory diagnosis and recommendations.
• Conduct at least one site visit to Quimobásicos in Monterrey, Nuevo León.
• Conduct a targeted Regulatory Impact Analysis (RIA) of potential regulatory and policy approaches for the long-term control of HFC-23 emissions.
• Prepare a final consolidated report including an executive summary, final recommendation for a regulatory instrument, and key considerations for future regulatory development.

Required Experience

At least five (5) years of work experience in legal affairs related to public policy, or other legal fields related to the post is required. Demonstrated experience in policy development and regulatory analysis is required. Experience related to regulatory analysis and the implementation of environmental public policies in Mexico is required. Experience conducting Regulatory Impact Analysis (RIA) in Mexico related to ozone-depleting substances (ODS), refrigerant gases, atmospheric pollutants, hazardous waste, or other relevant environmental matters is required. Experience in projects involving policy analysis and implementation related to controlled substances (ODS and HFCs) and/or hazardous waste management is desirable. Experience related to the Montreal Protocol and/or the Kigali Amendment is desirable.

Qualifications

Advanced university degree (Master’s or equivalent) in Law, Economics, Public Policy, or another relevant discipline is required. Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
