Overview

The role involves defining, governing, and documenting the enterprise and data architecture of the IACS platform to support the Digital National Farmers Registry and connected components. The purpose is to establish a canonical data model, integration strategy, and architectural standards for subsystem development and to ensure unified data structures and interoperability.


Key Responsibilities
  • Define and govern the IACS enterprise and data architecture, including Enterprise Architecture Document, Capability Map, architectural principles, Canonical Data Model, and data governance framework.
  • Elaborate the integration strategy between IACS components, defining integration patterns, protocols, and data contracts, and design data synchronization mechanisms.
  • Define data quality standards, validation rules, deduplication procedures, cleansing mechanisms, and data quality KPIs.
  • Design the API architecture for IACS, including gateway, versioning, authentication/authorization, rate limiting, documentation, and evolution strategy.
  • Define integration specifications with external systems and national digital infrastructure.
  • Produce the integration matrix covering all data flows between IACS components and external systems.
  • Design the IACS security architecture, including authentication, role-based authorization, data encryption, audit logging, and compliance with national data protection and cybersecurity requirements.
  • Inventory and analyse all sectoral registries under the MAIA domain, mapping their existing data models, technologies, data volumes, update frequency, and data ownership.
  • Identify overlaps, redundancies, and inconsistencies across registries and propose a unified canonical model.
  • Design the interconnection architecture between sectoral registries and the IACS ecosystem.
  • Establish and maintain the ADR register documenting architectural decisions.
  • Produce coding standards, naming conventions, and design pattern guidelines.
  • Participate in architectural reviews of solutions proposed by development teams.
  • Provide mentoring and structured knowledge transfer to MAIA and AIPA technical counterparts.
  • Review and validate architecture and technical deliverables produced by external contractors.
  • Review and validate technical specifications proposed by development teams.
  • Analyse architectural risks across IACS components and propose mitigation measures.
  • Support institutional change management by contributing to the preparation and review of architectural documentation, data governance policies, and technical standards.
  • Facilitate cross-team technical communication between development teams.
Required Experience
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible relevant experience in data architecture, data modelling, database design, systems analysis, information systems integrations, data governance, and management of data structures within complex information systems.
  • Demonstrated experience from at least one (1) completed assignment involving the analysis and documentation of data structures for a complex information system, including the development or substantive revision of conceptual or logical data models, data dictionaries, data-flow mappings, or data-integration specifications.
Qualifications
  • Advanced university degree (Master’s degree or equivalent) in Computer Science, Information Systems, Data Engineering, Enterprise Architecture, Software Engineering, or related field(s).
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional four (4) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
