Overview
The ICLA Technical Officer provides technical leadership and quality assurance for ICLA programming in Gaza, ensuring legal information, counselling, assistance, and technical services are accurate, relevant, consistent, and delivered in accordance with NRC standards and applicable legal frameworks.
Key Responsibilities
- Provides technical leadership and quality assurance for ICLA programming in Gaza.
- Ensures legal information, counselling, assistance and technical services are accurate, relevant, consistent and delivered in accordance with NRC standards and applicable Gazan and international legal frameworks.
- Leads technical oversight of HLP Due Diligence, legal case management, dispute analysis and Collaborative Dispute Resolution approaches.
- Monitors changes in the legal, policy and operational environment.
- Develops technical guidance and tools.
- Promotes gender-responsive programming that addresses barriers experienced by women and other vulnerable groups.
- Strengthens the capacity of NRC teams, partners and other stakeholders.
- Supports legal research, programme development and cross-programme coordination.
- Represents NRC in relevant technical forums as delegated.
- Ensures ICLA programming remains safe, effective and responsive to the evolving context in Gaza through regular quality review, capacity building and analysis.
Required Experience
Requires strong legal expertise in Housing, Land and Property (HLP) rights, legal identity, civil documentation and related legal protection issues.
