Overview

Provides strategic leadership, independent oversight, and operational management of the Accountability & Transparency Unit (ATU) to embed a culture of accountability and transparency across MSF Eastern Africa.


Key Responsibilities
  • Lead the development, review, and implementation of the MSF EA Accountability and Transparency Framework and associated policies.
  • Manage the ATU's annual planning, budgeting, and resource allocation.
  • Provide strategic and technical advice on accountability, transparency, and organizational integrity.
  • Lead and conduct high-risk, complex, or sensitive investigations into alleged misconduct.
  • Ensure compliance oversight, proactive monitoring, and reporting.
  • Provide strategic leadership for Feedback and Response Mechanisms (FRM).
  • Oversee the production of the Annual Accountability Report and Quarterly Internal Dashboards.
  • Facilitate community accountability dialogues and engagement.
  • Lead the development and delivery of an ATU capacity-strengthening strategy.
Required Experience

Minimum of 8–10 years of progressive experience in compliance, oversight, or investigative functions, with at least 5 years in a senior management or leadership role. Demonstrated experience in humanitarian or non-profit environments, preferably in complex, multi-cultural settings.

Qualifications

Advanced university degree (Master’s or equivalent) in Law, Criminology, Forensic Accounting, or a related field. Professional certification such as Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), or equivalent is highly recommended.

Contract Duration
Open-ended Full-Time contract (renewable).
Work Modality
Daily flexi-hours and 2 days working from home possible.
Remuneration
An annual salary of EUR 40,582 at HQ Grade 10 based on a full-time appointment with an annual increment of 2% every year up to a maximum of 10 years. Work-life balance financial benefit; ranging between EUR 620 to 1,159/month. Employer Pension contribution: 10% of basic salary. International insurance for both medical and disability. Relocation support. School fees benefits for eligible dependents.
