Overview

The Medical Officer will enhance and optimize operational support and guidance for MSF projects, ensuring context-adapted quality of care. This role involves strategic oversight, project implementation support, and management of medical resources and activities.


Key Responsibilities
  • Co-define and co-design the Medical Operations (MedOps) strategy implementation.
  • Provide strategic input, leadership, and guidance for medical plans.
  • Ensure monitoring and follow-up of medical strategy implementation.
  • Provide regular and ad-hoc support to medical coordinators in project follow-up.
  • Ensure medical resources, policies, and guidelines are relevant and managed effectively.
  • Guide medical teams in developing and enforcing quality monitoring and improvement initiatives.
  • Monitor and analyze medical activities for data-driven decision-making.
  • Review and analyze medical reports and data.
  • Propose improvements to management and tracking tools.
  • Oversee the review, planning, and validation of medical standard lists and forecasts.
  • Revise and validate medical orders.
  • Define and monitor medical stock management strategy.
  • Oversee human resource needs for projects and ensure matching with HR Officer and Pool Managers.
  • Collaborate on cost-awareness in medical decision-making and budget planning.
  • Participate in medical support for emergency responses.
  • Ensure rapid and effective deployment of resources and personnel during emergencies.
  • Ensure Emergency Preparedness and Response (EPREP) strategy and scenarios are updated.
  • Provide follow-up and inputs on technical files.
  • Review and validate health policies for staff.
  • Facilitate management of staff health files.
  • Engage with medical referents and lead discussions to support projects.
  • Facilitate communication and coordination between medical project teams and the medical department.
  • Maintain transparency and alignment across teams.
  • Replace the Deputy Medical Operations Coordinator during absences.
Required Experience

Minimum 3 years of MSF international experience in different Operational contexts. Minimum 1 year experience as Medical Coordinator with MSF is mandatory. Experience in hospital management is an asset. Experience in epidemics, public health, nutrition, IDPs (Internal Displaced populations) and refugees, emergency responses are an asset.

Qualifications

Medical or paramedical degree is mandatory. Degree in Public Health or Epidemiology and/or basic knowledge of Humanitarian law is an asset.

Remuneration
Salary according to MSF salary grid. The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids.
