Develop the legal, policy, governance, and operational framework for a pilot Criminal Justice Information Exchange and Referral System in Uganda.
At least five (5) years of progressively responsible professional experience in enterprise information systems, digital transformation programmes, or public sector technology reforms is required. Demonstrated experience in business process analysis and re-engineering, enterprise architecture, systems integration, and workflow optimization is required. Proven experience in the design and implementation of large-scale government information systems and interoperable digital platforms is required. Demonstrated expertise in developing governance frameworks, information exchange mechanisms, interoperability solutions, and Standard Operating Procedures (SOPs) for digital systems is desirable. Demonstrated knowledge of information governance, data governance, cybersecurity, digital government, and information-sharing frameworks is desirable. Proven experience working with government institutions, justice sector institutions, or public sector reform programmes is desirable. Experience working with Justice, Law and Order Sector (JLOS) institutions, United Nations entities, or other international development partners is desirable.
An advanced university degree (Master's degree or equivalent) in Information Technology, Information Systems, Computer Science, Software Engineering, Digital Transformation, Business Information Systems, Public Administration, Information Management, or a related field is required. A first-level university degree in one of the above fields in combination with two (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.
