Overview
The Finance and Budget Officer will be responsible for preparing and administering budgets for Special Political Missions, ensuring compliance with mandates and policies, and providing financial guidance.
Key Responsibilities
- Prepares resourcing part of annual budgets for Special Political Missions, including supplementary information and responses to legislative bodies.
- Reviews, analyses, and finalizes cost estimates and budget proposals.
- Provides input on resource requirements for budget submissions.
- Reviews, analyzes, and finalizes program budget/financial implications to Security Council statements.
- Provides support to intergovernmental and expert bodies in budget review and assists in securing approval.
- Monitors allotments, authorizes sub-allotments, and ensures appropriate expenditures.
- Manages and monitors budget implementation and recommends reallocation of funds.
- Monitors expenditures to ensure they remain within authorized levels.
- Administers and monitors resources, reviewing agreements and cost plans.
- Prepares budget performance submissions.
- Reviews and finalizes budget performance reports, analyzing variances.
- Provides support to intergovernmental and expert bodies as needed.
- Provides advice and guidance, including training, on budgetary and financial policies and procedures.
- Participates in inter-departmental meetings on resource requirements, programming, and budgetary issues.
- Stays up-to-date on documents/reports/guidelines related to SPM budgets.
- Drafts reports for management on budgetary issues and correspondence.
- Undertakes research and analysis of budgetary policies and procedures, making recommendations for changes.
- Acts as Certifying Officer under Financial Rule 110.4.
- Ensures the integrity of financial and management systems and controls.
- Provides support for representation in meetings with legislative organs.
- Represents DPPA and SPMs in inter and intra-departmental meetings.
- May plan, organize, manage and supervise the work of the Unit/Section assigned.
- Collects and analyzes data to identify trends or patterns and provide insights using data visualization methods.
- May be asked to perform other related duties.
Required Experience
A minimum of seven years of progressively responsible experience in finance, budget, accounting, audit or related area. Experience in budget formulation and financial management for Special Political Missions (SPMs) in the United Nations or similar field missions in a comparable international organization is required. Experience in providing direct support to senior managers when defending budget proposals in front of the legislative bodies is required. Experience working in a finance team of an Executive Office or a similar administrative office in the United Nations or a comparable international organization is required. Experience working with a budget formulation module of an Enterprise Resource Planning (ERP) system such as Umoja BPC as well as financial reporting modules such as Umoja Analytics is required.
Qualifications
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
