Overview
Lead and provide support in all stages of the Programme cycle for Cash based Transfer (CBT) Operations, advancing WFP’s approach to CBT programming in Bangladesh and coordinating operational and policy decisions for identity management and Government to People (G2P) strategies.
Key Responsibilities
- Lead the CBT team, providing overall coordination, oversight and capacity building.
- Advance WFP’s approach to CBT programming in Bangladesh.
- Ensure WFP’s SOPs for CBT processes are comprehensive and up to date.
- Ensure staff and partners have required capacities to deliver CBT programmes.
- Develop an FSP plan that ensures diversification of providers.
- Ensure all CBT business processes are fully adhered to.
- Coordinate the Cash Working Group (CWG) meetings and notes.
- Participate in inter-agency coordination mechanisms.
- Perform any other duties related to CBT.
- Coordinate operational and policy decisions with all relevant Units for identity management, data transfers with governments, and data minimization.
- Develop guidance on IDM, including how much information to collect, how to process and protect the information of the people we assist.
- Review systems currently being used to support IDM for cash, value voucher, in-kind and commodity voucher operations.
- Coordinate all actions required to put in place the High-level Memorandum of Understanding (MoU) with the Ministry of Finance (MoF).
- Develop the process flow for the identity management processes using Single Registry, the Decision Memo, the matrix with the cash assurance risk mitigation actions and the Specific MoU.
- Coordinate all the capacity strengthening actions towards improving the G2P payment mechanism from the GoB.
Required Experience
Minimum 5 years’ experience in the humanitarian sector, with at least 4 years in the design, implementation and evaluation of cash-based assistance programmes. Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries.
Qualifications
Completion of Advanced University Degree (Master’s or equivalent) is required. Education in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance.
