Overview
This role leads the development and implementation of IFRC’s enterprise architecture roadmap and coordinates infrastructure-related initiatives. It also manages the emergency surge roster and supports global technology framework agreements.
Key Responsibilities
- Lead the development of the enterprise architecture roadmap, ensuring alignment with IFRC strategies, architecture standards, information security requirements and risk management policies.
- Support the assessment, design and implementation of global technology projects.
- Evaluate new information technology projects and technologies.
- Maintain enterprise architecture standards, principles, documentation, the corporate knowledge repository and the service catalogue.
- Develop recommendations for the secure integration of new technology solutions.
- Lead the development and coordination of technology roadmaps, with a focus on infrastructure.
- Coordinate planning and implementation tracking of infrastructure-related initiatives.
- Act as the coordination focal point for strategic technology framework agreements.
- Coordinate and maintain the IFRC Digital/ITT surge roster.
- Support the development of surge profiles, competency frameworks, training requirements and deployment readiness.
- Facilitate surge coordination mechanisms and contribute to standards, guidance, tools, documentation and lessons learned.
- Liaise with Secretariat surge teams, National Societies and external partners to strengthen Digital/ITT surge preparedness.
- Support the development of global framework agreements with technology suppliers for use by Membership.
- Produce information material for and disseminates existence of global framework agreements to NSs and promotes their uptake.
- Advise NSs on modalities such as onboarding procedures, processes to adopt technology covered by these global frameworks.
- Analyse challenges and best practices of NSs in the uptake of global frameworks.
- Support development and evolution of technology blueprint(s) for the Membership.
- Support the unit’s planning, budgeting and resourcing processes.
- Collaborate effectively with Secretariat’s Divisions’ and DTD colleagues.
- Ensures effective communication and feedback flows with relevant stakeholders.
- Act as an expert on architecture, technology standards and technology framework agreements for Membership.
- Partner with other colleagues with digital-related roles across the Secretariat.
- Consult and advise stakeholders.
- Provide training, documentation, etc., when required.
- Be accountable to the Manager Planning Unit on progress made and delivery.
- Be a pro-active advisor and dynamic team member.
- Build and maintain relationships with key stakeholders.
- Develop networking and exchange initiatives.
- Ensures ITIL and IFRC quality standards are applied.
- Ensures availability and development of standard operating procedures and/or guidelines and required documentation.
- Actively work towards the achievement of the IFRC Secretariat’s goals.
- Abide by and work in accordance with the Red Cross and Red Crescent principles.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Required Experience
A minimum of 5-7 years progressively responsible relevant professional experience and minimum of 3 years within the RC RC Movement and/ or international humanitarian or development organisations. 5+ years of IT project management (including financial and performance tracking); experience developing and implementing annual plans; Experience deploying organisation-wide infrastructure (e.g. Cisco). Preferred: Experience managing remote resources; experience deploying digital solutions in emergency response settings.
Qualifications
University degree in Engineering, Computer Science or a related field. ITIL certification (or equivalent proven experience). Preferred: Certified with SOA Architect credential (S90.03 minimum), CEA: FEAC’s certification or any equivalent. SOA Architect certification (e.g. S90.03) or equivalent (e.g. FEAC's CEA); Project Management certification; coursework in business administration or organisational behaviour.
