Overview
The Regional Head, Global Humanitarian Services and Supply Chain Management is responsible for developing, leading, and implementing the Supply Chain function within the Asia Pacific region. The role aims to optimize service quality and cost-effectiveness for operational implementation and service delivery.
Key Responsibilities
- Oversee supply chain operations for the Asia Pacific region, including hubs, ensuring harmonisation of standards and processes.
- Provide support for dispatch and procurement activities in other regional offices.
- Support the Global Fleet Unit.
- Ensure delivery of goods and services (cash and goods-in-kind) in coordination with global teams.
- Accountable for delivering best value for money, including oversight of contract management.
- Ensure KPIs for logistics, procurement, and supply chain are captured and reported.
- Define and monitor efficiency and effectiveness of supply chain activities.
- Support IFRC emergency and programme operations with logistics support.
- Lead regional supply chain preparedness and operational readiness initiatives.
- Develop and communicate value-for-money goods and service solutions to National Societies.
- Provide support to National Societies implementing logistics digital tools.
- Coordinate and optimise supply chain processes and service delivery across supported regions and hubs.
- Collaborate with Procurement Lead (Global) and sourcing hubs for functional alignment.
- Manage internal relationship building for cross-functional cooperation.
- Provide leadership of the Supply Chain function in line with strategy and goals.
- Develop Supply Chain strategy, annual and long-term plans, and implementation of internal communication plans.
- Develop, motivate, and set performance objectives for supply chain staff.
- Identify gaps in skills and competencies of regional operational supply chain team members and implement development plans.
- Support the improvement of Supply Chain systems to enhance efficiency, compliance, and processes.
- Ensure all IFRC Supply Chain services are compliant with IFRC and Supply Chain policies and procedures.
- Evaluate and optimize the range and volume of available materials.
- Provide expert support to National Societies and IFRC to enhance operational supply chain services.
- Support National Societies in building a business case on supply chain services.
- Facilitate implementation of Global/Regional Framework Agreements.
- Champion the implementation of supply chain transformation initiatives, digital solutions, and process harmonisation efforts.
Required Experience
- At least 10 years of relevant experience in managing complex international logistics and supply Chain operations.
- A minimum of 5 years of relevant experience in field operations.
- Experience in managing resources (people and budget) in large-scale operations.
- Experience in managing and integrating complex global supply chain services.
- Experience in setting up the complex supply chain and logistics infrastructures.
- Experience in annual planning and strategy implementation in a global organization.
- Experience in establishing and managing the operational budget.
- Red Cross/Red Crescent knowledge and experience.
- Preferred Experience within the commercial sector including the development of effective customer commercial and operational targets and relationships at the global level.
Qualifications
- University degree in Business, Economics, Engineering, or other relevant experience in the area.
- Degree and/or post-graduate qualification in logistics strategy and management.
