Overview
The Regional HR Officer is responsible for steering, executing, and providing technical support for key HR functions across the MENA region, including staff development, performance management, and talent acquisition.
Key Responsibilities
- Oversee L&D and training initiatives for MENA staff.
- Update the Staff Development User Guide for MENA.
- Share regular announcements on events and trainings.
- Track and document learning.
- Identify, coordinate, and manage training assessment needs.
- Coordinate with the core team in GVA on the PDP process for MENA.
- Provide guidelines to staff and managers on the PDP tool.
- Monitor the PDP process.
- Evaluate the effectiveness of the performance management system.
- Develop and conduct orientation sessions on the PDP process.
- Deliver trainings on PDP.
- Conduct skill building workshops.
- Manage end-to-end recruitment processes for international and national positions.
- Post vacancies on the IFRC Careers Page and relevant job boards.
- Manage positions in D365.
- Coordinate job description classification for international roles.
- Shortlist candidates.
- Administer written assessments.
- Participate in interviews.
- Conduct comprehensive reference checks and due diligence processes.
- Prepare and issue employment offers.
- Support negotiations with selected candidates.
- Provide information and documentation to HR Operations for national staff contracts.
- Prepare employment contracts, assignment letters, and related documentation for international recruits.
- Maintain and update the regional recruitment tracker.
- Ensure a positive candidate experience throughout the recruitment process.
- Provide support in managing recruitment processes for short-term contracts and international secondments.
- Advise and assist line managers in handling consultancy contracts.
- Manage and oversee the Employer of Record file for MENA region.
- Coordinate with Legal and Finance for updates and requirements.
- Provide administrative, logistical, and documentation support for staff engagement and onboarding activities.
- Support the MENA HR Unit in various HR activities as requested.
Required Experience
- 5 to 7 years of experience in HR, HR Development, training & development, recruitment - Required
- Proven ability to transfer knowledge about HR development principles and approaches - Required
- Experience in facilitating and supporting management/HR/admin personnel in HR related matters - Required
- Experience working in a Red Cross or Red Crescent National Society and/or IFRC or ICRC - Preferred
Qualifications
- Bachelor's degree in Human Resources Development, Business Management or related field - Required
- Masters Degree - Preferred
