Overview
The purpose of a Logistics Officer is to provide day-to-day implementation of the logistic function’s responsibilities, ensuring adherence to NRC policies and donor requirements. The role involves managing procurement processes, supporting administration of resources, and preparing reports.
Key Responsibilities
- Implement delegated logistic functions portfolio according to Plan of Action
- Conduct and follow up daily logistics operational support activities
- Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
- Prepare and develop a monthly report as required by the Country/Area office
- Ensure proper filing of all support documents
- Support setup and development of field offices
- Focal point for preparing monthly logistics Report and sharing with Country office
- Support the development, consolidation, implementation and regular updating of procurement plans
- Manage assigned procurement processes from solicitation through award
- Prepare and administer Purchase Orders, contracts, Framework Agreements and amendments
- Maintain accurate procurement records and documentation in Unit4
- Ensure procurement-related supporting documentation is complete and facilitate timely submission of invoices and relevant delivery/acceptance documentation to Finance for payment processing
- Review Purchase Requisitions for completeness, required approvals, clarity of specifications/TORs, appropriate procurement thresholds and realistic lead times
- Maintain accurate and up-to-date procurement tracking and reporting tools
- Coordinate and maintain supplier performance evaluations
- Support the preparation and administration of consultancy agreements
- Ensure assigned procurement processes comply with NRC procurement procedures, donor requirements, authorization thresholds, segregation of duties, ethical standards, confidentiality, conflict-of-interest requirements and applicable local regulations
- Identify procurement exceptions and support the preparation, documentation and tracking of waivers and Notes to File
- Support supplier due diligence, registration, verification and prequalification processes
- Promote sustainable procurement practices and incorporate relevant environmental considerations into specifications, sourcing and evaluation criteria
- Prepare regular procurement reports and analysis
- Assist with building and maintaining positive relationships with vendors
- Conduct and document market research and sourcing activities
- Maintain and develop a vendor database with qualified vendors for NRC activities
- Participate in training programs on NRC procurement policies and procedures
- Assist with training delivery on procurement processes for Area and Field Offices, as needed
- Provide ongoing support to Area and Field Offices regarding procurement inquiries and challenges
- Provide procurement logistical support to other departments and programs within the Country Office
- Participate in the development and implementation of Procurement Standard Operating Procedures (SOPs)
- Collaborate with the Logistics Coordinator and other staff to identify opportunities for improvement in logistics processes
- Any other responsibility requested by the line manager
Required Experience
- Minimum 2 years of experience in the humanitarian sector:
- At least 1 year in procurement.
- At least 1 year in general logistics.
- Experience from working as a logistics officer in a humanitarian or recovery context.
- Previous experience in complex and volatile environments.
- Documented results related to the position’s responsibilities.

Qualifications
University degree in Business Administration, Logistics, Supply Chain Management, or a related field (mandatory).
