Overview
The Program Specialist will ensure the effective implementation and rollout of monitoring, evaluation, accountability, and learning strategies and global standards within DRC, specifically focusing on improving referral pathways for persons of concern.
Key Responsibilities
- Coordinate the development of monitoring, tracking and reporting systems, tools and templates.
- Design, refine and deploy data collection tools combining quantitative and qualitative methods.
- Plan for, coordinate and quality assure field data collection and monitoring processes.
- Coordinate the application of ethical principles in fieldwork.
- Plan for and perform data quality assurance.
- Coordinate processes and protocols for data protection, storage, sharing, and security.
- Coordinate the analysis and reporting of MEAL qualitative and quantitative data.
- Support the use of data and analysis to enhance programme effectiveness, quality, and learning.
- Analyze referral data including the identification of trends, gaps, and bottlenecks.
- Produce analytical reports, snapshots, and presentations.
- Generate evidence-based recommendations to improve referral pathways and service delivery.
- Lead the implementation of referral systems.
- Ensure timely, accurate, and well-written donor reports and other reporting requirements.
- Monitor progress against indicators and ensure achievement of targets.
- Contribute to proposal development, fundraising efforts, and identification of funding opportunities.
- Oversee the partnership portfolio pertaining to referral systems and ensure consistent engagement with external stakeholders.
- Lead the process of partner enrolment, including needs assessments, data sharing agreements, and data protection discussions.
- Coordinate and manage day-to-day partner follow-up.
- Engage stakeholders in the development and enhancement of referral systems and pathways.
- Support and participate in governance structures, including coordination meetings.
- Conduct capacity assessments of users – internal and external stakeholders.
- Lead the delivery of training and Training of Trainers (ToT) on referral systems, SOPs, and pathways.
- Lead on the process of partners’ enrolment into DRCs referral management system.
- Develop and implement tailored capacity-building plans on referral processes, service mapping, and system usage.
- Develop of new training materials and capacity-building tools in English and Arabic languages.
- Ensure continuous learning and support for partners to enhance effective use of the system.
- Identify gaps, weaknesses in referral pathways with defined solutions on improvements required to be institutionalized and handed over.
- Identify technical gaps in the programme and implement solutions to meet set standards and requirements.
- Contribute to the continuous improvement of referral pathways, systems, and procedures including data protection.
- Support the adaptation and development of system features to respond to evolving needs and emergency contexts.
- Collaborate closely with internal DRC programmes and external stakeholders including government.
- Perform any other duties as agreed with the line manager.
Required Experience
- Minimum of 3 years of experience in a humanitarian context, preferably in programme implementation, coordination, or information management;
- Minimum of 3 years of experience in establishing and operating effective referral information management systems, processes, and pathways;
- Minimum of 3 years facilitating technical trainings and workshops related to information management, safe identification and referrals;
- Experience in qualitative data analysis, including experience in conducting KIIs, and FGDs;
- Experience in engagement, coordination and formation of partnerships with external stakeholders including governmental and non-governmental organizations, UN agencies and others;
- Knowledge and years of experience in operating and utilizing the Referral Information Management System (RIMS), technical troubleshooting, is an asset;
- Experience in MEAL, information management, or protection programming;
- Prior experience in developing programme implementation workplans, and programme reporting;
- Knowledge of developing and presenting programme-related support materials (e.g., presentations, surveys and snapshots, etc.);
- Previous experience in developing analysis, and statistical figures.
Qualifications
• Masters degree in business management, social science, international development or other related fields
