Overview

The National Consultant will support the adaptation and operationalization of technical recommendations for gender-responsive budgeting within Kazakhstan's legal, institutional, and public financial management framework. The role involves translating proposed reforms into draft legal, regulatory, and methodological documents, facilitating stakeholder consultations, and supporting legislative and institutional processes.


Key Responsibilities
  • Apply the methodology developed by the International Consultant to conduct a gender analysis of indicator systems for three Ministries and prepare recommendations for integrating gender-responsive indicators into state planning and budgeting.
  • Present findings during capacity-building activities and contribute to technical discussions with national stakeholders.
  • Prepare text of draft legal and regulatory amendments to support the institutionalization of GRB within the public finance management system.
  • Prepare the complete legislative package for submission of proposed amendments to the Kurultay and/or relevant state authorities.
  • Facilitate national consultation, coordination, and legislative review processes related to GRB reforms.
  • Prepare legal, regulatory, and administrative documentation to operationalize the institutional model for a GRB advisory and capacity-building mechanism.
  • Support the organization and delivery of a Round table with Kurultay members on GRB.
  • Prepare and submit a final synthesis report summarizing completed activities, recommendations, and the legislative package.
Required Experience

At least 5 years of experience in Gender Responsive Budgeting. Proven experience in reviewing/drafting legislation in the field of GRB and/or gender equality. Extensive experience in public finance management, strategic planning and GEWE mainstreaming. Proven experience working with UN agencies and governments authorities. Proven experience in conducting training sessions on GRB for government agencies.

Qualifications

University Degree in economics/finance/public finance management/social policy, gender studies, public administration.
