Overview
The Programme Analyst (Justice & Rule of Law) will manage a portfolio of activities contributing to progress in governance, justice, human rights, and the rule of law, supporting the expansion of UNDP’s justice and rule-of-law portfolio.
Key Responsibilities
- Support justice sector reform initiatives at national and subnational levels.
- Contribute to policy dialogue and institutional strengthening efforts related to rule of law and human rights.
- Ensure human rights principles, gender equality, and inclusion are integrated into programme design and implementation.
- Support monitoring, evaluation, knowledge management, and pipeline development for justice and human rights initiatives.
- Contribute to linking justice sector interventions with broader governance reforms.
- Oversee the Programme Associate and Programme Assistant and support Project Managers.
- Coordinate programme implementation with executing agencies.
- Monitor and evaluate projects, identifying and developing solutions for operational and financial problems.
- Prepare donor reports.
- Support donor mapping and pipeline development for justice and accountability programming.
- Organize training for programme and project personnel.
- Synthesize lessons learned and best practices in justice reform.
- Produce analytical briefs, policy notes, and knowledge products.
- Provide advisory inputs to strengthen national ownership of justice and human rights reforms.
- Contribute to capacity development initiatives for justice sector institutions.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national and/or international level in governance, justice reform, rule of law, or human rights programming.
- Experience working in the UN/ international organization is an advantage.
- Experience working in fragile or conflict-affected contexts (including BARMM) is an advantage.
- Experience in preparation of concept notes, project proposals in the areas of governance, justice, rule of law and transparency is an asset.
- Experience working with government agencies, local communities and stakeholders involved in governance and/or governance reforms is an advantage.
- Experience in monitoring, evaluation and supervision of projects in the areas of governance, justice, rule of law, transparency is desirable.
- Experience working with government agencies, courts, justice sector institutions, or human rights bodies is desired.
- Familiarity with human rights-based approaches (HRBA) and access-to-justice programming is desired.
Qualifications
Advanced university degree (Master’s degree or equivalent) in a relevant field of expertise such as Law, Human Rights, Political Science, Public Administration, Development Studies, International Relations, and other related field is required. Or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional two (2) years qualifying experience will be given due consideration in lieu of the advanced university degree.
