Overview

Consultant to evaluate the Cash and Voucher Assistance (CVA) response to Hurricane Melissa, assessing its relevance, appropriateness, effectiveness, efficiency, and sustainability to generate recommendations for future preparedness and response.


Key Responsibilities
  • Conduct a mixed-methods evaluation using qualitative and quantitative data collection and analysis.
  • Review programme documentation, conduct key informant interviews, focus group discussions, and household interviews/surveys.
  • Analyze programme performance data and AccessRC operational data.
  • Ensure meaningful participation of diverse population groups.
  • Provide an inception report, preliminary findings presentation, debrief workshop, draft evaluation report, and final evaluation report.
Required Experience
  • Proven experience in conducting and leading emergency response evaluation or research and evaluation in humanitarian or similar contexts.
  • Experience in conducting quantitative and qualitative data collection and analysis.
  • Experience in participatory approaches to evaluations.
  • Experience in managing teams remotely and comfortable working with online platforms.
  • Preferred experience with remote methodologies for consultations.
  • Preferred experience in the Caribbean region.
Qualifications

Master’s degree in international development, social sciences, humanitarian assistance or other related fields.
