Overview

The Senior Mining Specialist will lead the World Bank's support to India's National Critical Minerals Mission, providing expert advice and team leadership for a programmatic engagement focused on critical mineral value chains.


Key Responsibilities
  • Lead WBG support to India’s National Critical Minerals Mission (NCMM).
  • Lead a multisectoral WBG task team engaging with central ministries, public sector undertakings, state governments, and private sector investors.
  • Provide expert policy and technical advice to federal and state governments.
  • Lead on the development of innovative approaches for mining sector lending and advisory projects.
  • Maintain dialogue and internal relationships with India country management unit.
  • Work in close collaboration with the Metals and Minerals Solutions and Impact team (KIMSI).
  • Conduct outreach to key stakeholders including delivering presentations.
  • Mentor junior staff.
Required Experience

Minimum of 8 years of relevant professional experience advising Governments at senior levels on economic policy, infrastructure, natural resources, mining, or related strategic sectors. Candidates with 12 or more years of relevant experience are strongly preferred. Significant experience in mining sector and/or minerals value-chain midstream policy, regulation, and institutional reform, ideally combined with exposure to large‑scale mining/value-chain investments and transactions. Demonstrated track record of trusted advisory engagement with top levels of the Governments (including significant experience outside of India) regarding minerals value chain developments, focusing specifically on the processing and refining segment for critical minerals. Strong organizational, analytical, and communication skills, with the ability to manage competing priorities across time zones. Ability to deal sensitively in multicultural environments and build effective working relations with staff. Specific experience regarding processing and refining rare earths, cobalt lithium, copper and/or other critical minerals required for EV battery and magnet manufacturing would be a plus. Extensive experience working with or advising Governments or working with multilateral developments Banks or comparable international institutions on Asia-focused minerals engagements would be a plus. Good understanding of India’s critical minerals landscape, institutional frameworks, and political economy would be a plus. Strong judgment, discretion, and credibility to operate effectively at senior levels.

Qualifications

Minimum of a master’s degree or higher in a mining related academic background (extractive metallurgy including, ore processing, separation, smelting, refining, primary material production). Additional master’s level degree in finance or project management with demonstrated mining and/or minerals value-chain midstream project transactions experience would be a plus.

Work Modality
The work program for this position requires very frequent travel within India and periodic international travel as needed. Mobility, adaptability and flexibility regarding work hours are therefore critical for this position.
