Overview
The Programme Management Officer will lead engagements with Central Asian Member States and manage capacity-building projects and programmes in the region.
Key Responsibilities
- Leads local engagements with Governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan on counter-terrorism and PCVE issues.
- Coordinates with UNRCCA and regional organizations on joint projects.
- Oversees implementation of programmes and projects from the regional presence in Ashgabat.
- Monitors and analyzes project development and implementation, identifying and addressing problems.
- Leads provision of technical assistance to national and local authorities, legislative bodies, civil society, and the private sector.
- Performs consulting assignments, planning workshops and assisting in action plan development.
- Researches, analyzes, and presents information on resilience to counter-terrorism, violent extremism, and conditions conducive to terrorism.
- Coordinates policy development, including review and analysis of issues and trends.
- Generates survey initiatives, designs data collection tools, and analyzes responses.
- Organizes and prepares written outputs such as background papers, reports, and studies.
- Provides substantive backstopping to meetings, conferences, and other events.
- Initiates and coordinates outreach activities, conducts training workshops, and makes presentations.
- Leads and/or participates in field missions, providing guidance and drafting mission summaries.
- Coordinates activities related to budget funding and prepares related documents.
- Performs other duties as required.
Required Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in the management of counter-terrorism or PCVE capacity-building and technical assistance projects is required. Experience in working with or for Central Asian authorities is required. Experience in managing inter-agency programmes or projects is desirable. Experience working in the field is desirable. Experience in the development and implementation of counter-terrorism strategies in Asia is desirable.
Qualifications
An advanced university degree (master's degree or equivalent) in business administration, management, economics, law, political science or related fields is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
