Overview

The Programme Finance Associate provides financial, administrative, and programmatic support to strengthen programme delivery and management within the UNFPA Papua New Guinea Country Office. The role ensures timely support to programme implementation and contributes to financial management and operational guidance.


Key Responsibilities
  • Assist programme team in providing support to implementing partners on knowledge management and programme implementation.
  • Support the evaluation of project and programme activities, conduct field visits, and participate in programme/financial review meetings.
  • Assist in programme formulation and work-plan creation, maintain and update project profiles.
  • Assist in the preparation of workplan budget revisions and monitor project budgetary commitments.
  • Collate programme related information and procurement needs.
  • Monitor and follow-up with Implementing partners on submission of progress and financial reports.
  • Review implementing partners eFACE forms, detailed transaction lists, supporting documents, and work plan progress reports.
  • Generate and present required financial reports, identifying areas of overbudgets and low implementation.
  • Check and examine project financial reports for accuracy and consistency against approved budgets.
  • Coach implementing partners on UNFPA financial rules and regulations, e-Face, and recording of non-expendable items.
  • Coordinate with operations team on operational and financial closure of projects.
  • Support and coordinate HACT assurance activities and follow up on required actions.
  • Support financial reporting to Donors and UNFPA Headquarters.
  • Set up, maintain, and monitor filing systems and follow-up systems.
  • Manage online database of implementing partners and archive records.
  • Arrange procurement of equipment, supplies, and services in accordance with the Work Plan.
  • Facilitate programme activities and missions by arranging meeting schedules and coordinating logistical support.
  • Prepare necessary documentation, minutes of meetings, and notes to file for relevant transactions.
  • Prepare information, briefs, summaries, and background documentation for programme staff.
  • Ensure optimal communication flows within the programme and with external counterparts.
  • Perform ad-hoc duties relating to monitoring and evaluation of the country programme and projects.
  • Provide information to missions, visitors, and programme counterparts.
  • Carry out any other relevant activities and responsibilities as assigned by the Supervisor and Senior Management.
Required Experience

Minimum of six (6) years with secondary level education (or three (3) years with a first level university degree) of relevant experience in programme, administration, finance or office management; Experience with UN Agencies is an asset.

Qualifications

Completed secondary level education (high school diploma) required. First level University (Bachelor’s) degree in Public/Business Administration, Finance, Commerce, Accountancy/Chartered Accountancy and related field is preferred.
