Overview

Develop practical, operational guidelines for integrating care economy considerations into the African Development Bank's strategies, dialogue, and operations.


Key Responsibilities
  • Review relevant Bank strategic and operational instruments.
  • Conduct a rapid portfolio and sector strategy scan to identify care-related entry points.
  • Identify opportunities to integrate care considerations into various project stages.
  • Develop a practical guideline package including sector-specific entry points, screening questions, design options, sample indicators, and case studies.
  • Prepare a concise implementation note outlining how the guidelines can be used by Bank staff and Regional Member Countries.
Required Experience

Minimum of 7 years of progressively responsible experience in gender equality, women’s economic empowerment, care economy policy, labour markets, social protection, infrastructure, or inclusive development. Proven experience developing operational guidelines, toolkits, policy guidance, or sector guidance for policymakers, development finance institutions, multilateral organizations, or governments. Demonstrated experience applying the care economy agenda. Experience translating research and policy analysis into practical tools for project design, implementation, monitoring, and results reporting. Experience conducting consultations, interviews, validation workshops, and stakeholder engagement. Experience working in sub-Saharan Africa, with knowledge of fragile and transition contexts, climate resilience, or MDB operations considered an asset.

Qualifications

Master’s degree in economics, gender studies, public policy, development studies, international relations or a related field. A PhD is an asset. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.
