The Position: 

The Humanitarian Programme Coordinator is responsible for providing technical and programmatic inputs  to the planning, conceptualization, implementation, monitoring, and evaluation of the UNFPA  Humanitarian Response for the Philippines.  

You will maintain collaborative relationships both at the national and local government level, non government organizations, civil society, and co-United Nations agencies. Also, you will provide guidance  to the implementing partners of UNFPA with technical direction from the CO Programme Unit Heads (SRH,  GBV and PD).  

You will report directly to the Assistant Representative (AR) / Head of Program, and work in close collaboration  with the NPOs for SRH, and Gender and GBV. Overall direction will be provided by the Country  Representative or the Officer-in-Charge, in the absence of the Country Representative.

Job Purpose: 

Under the overall guidance of the Country Representative and direct supervision of the AR/head of  program, you will ensure the effective management and coordination of UNFPA humanitarian  interventions at the national, regional and local level prevention, preparedness and response to disaster  affected areas within the Philippines.  

With technical support from the program team (technical specialists and analysts), you will contribute to  project formulation, implementation and evaluation, and joint programming initiatives across clusters.  You will aim at strengthening and reinforcing UNFPA's lead role on SRH and GBV in emergencies and will  provide high quality coordinated assistance to government and non-government counterparts. 

In case of big scale humanitarian response, and with support of the hub based humanitarian team if  established, you will provide technical support to the national authorities, regional authorities, local  authorities, local development partners and implementing partners to ensure optimal program  implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy  for policy change and clear communication of UNFPA mandate, work and results in the region across the  humanitarian setting, including across the mitigation, preparedness, response and recovery phases of  natural and manmade emergencies. 

You would be responsible for the following:  

Coordination  

• Provide updates, share materials and tools and coordinate strategic planning and implementation to  ensure efficient and standardized implementation of UNFPA humanitarian program  
• Secure UNFPA representation at cluster / sub-cluster / working group (RHCT) coordination meetings  to share knowledge and ensure comprehensive understanding and integration of UNFPAs mandate  into the response. 
• Assist in the establishment of sub-cluster / working groups where there are none activated to address  SRH, GBV and MHPSS, and ensure the collection and analysis of SRH WG and GBV sub-cluster. 
• Liaise with other sectors/clusters (such as health, protection, WASH, camp management, education,  logistics, early recovery) to ensure inclusion of UNFPA’s mandate and to identify convergence  areas and enable program collaboration. 
• Promote working relationships and develop planning strategies with relevant governmental agencies  at the national, regional, provincial, municipal, and local levels  
• Support the development of Flash Appeal, Joint Response Plan, Humanitarian Needs and Priorities  and other humanitarian documents and work closely with OCHA to ensure that UNFPA mandate is  included and integrated throughout multisector programming. 
• Regularly liaise with relevant CO programme units, Operational team and Field Technical Team in the  delivery of SRH and GBV activities.  

Assessment and Planning  

• Ensure inclusion of UNFPA’s core Areas of Responsibility, including SRH, GBV, and gender concerns,  in joint UNCT missions and other rapid assessments of the crisis affected populations, in close  collaboration with SRH and GBV officers. 
• With respect to UNFPA’s commitment to AAP, ensure that in-depth interviews with evacuation center  managers (where applicable) and other agencies present on the ground are conducted to gather  information on the immediate needs of the people and the services to be provided, in addition to  gathering feedback from the affected population receiving services through UNFPA programs.
• Undertake missions and assessments as appropriate to recommend strategic approaches and to  address issues, such as SRH, HIV/AIDS, gender, GBV, mental health and psychosocial issues, data and  young people and establish linkage between the field programs, the hubs and the country office  
• Support SRH Working group and GBV sub-cluster coordinators and respective partners on conducting  regular monitoring and assessment of response activities to inform programing needs, service gaps,  and impact  

 Programmatic and operational support to emergency response  

• Provide supervision and management of the humanitarian teams in disaster-affected areas,  overseeing programming and ensuring close communication with counterparts in other hubs, sub offices and country office. 
• Track and regularly update supported humanitarian interventions (i.e. status of funding proposals,  distribution of supplies, training)  
• Advise and update the UNFPA senior management team of response status and needs; liaise regularly  with the Assistant Representative, Representative, and Humanitarian-development peacebuilding  Coordinator to provide necessary updates and seek guidance as necessary. 
• Contribute to providing overall supervision and management of IPs, ensuring their understanding of  program deliverables, expenditure of funds, and quality of programming, and supporting capacity  building for monitoring and evaluation and required reporting  
• Identify areas of collaboration with humanitarian agencies and national counterparts to address  integration of SRH (MISP), youth, gender, MHPSS, PSEA, and GBV issues in their plans, and programs. 
• Contribute to engage with community organizations, faith-based organizations, and community  leaders, with attention to localization, to increase their participation in the process of planning,  monitoring and evaluating activities. 
• Ensure PSEA and GBV / SRH referral pathways are in all places of UNFPA activity, and that staff (UNFPA  and IPs) in the field are adequately educated and responsive to the protection needs of the  beneficiaries. 
• Ensure close collaboration with the operations and logistics teams to ensure procurement of needed  commodities, transport to distribution sites, last mile assurance, and to establish prepositioning of  supplies for preparedness planning. 
• Contribute to provide mentorship and build capacity of UNFPA staff in the hubs, and with government  actors and IPs for the humanitarian response, with the aim of increasing quality or programming and  service provision and for the integration of evidence-based international standards and integrating  the humanitarian-development-peacebuilding nexus. 

  Communication  

• Report up to the Country Representative during the humanitarian response and stay in close contact  throughout with the Humanitarian Coordinator-development peacebuilding. 
• Ensure staff at the hubs duly submit updates to the SitRep, assist in filling the template, editing and  approving alongside other humanitarian staff including IM, communications and Humanitarian development peacebuilding coordinator, and ensuring submission to the country representative for  final approval by the established deadline. 
• Assist the CO in preparing relevant advocacy material and updates for relevant stakeholders and  partners including donors. 
• Assist in providing regular updates to OCHA and/or cluster leads on UNFPA’s humanitarian  interventions to be included in situation reports (i.e.: OCHA SitRep)  
• Work closely alongside the communication team to submit stories and photos for UNFPA visibility and  to call global attention to the evolving humanitarian crisis and continuing needs. 
• Prepare regular progress reports and document lessons learned and challenges and share with UNFPA  regional offices, UNFPA Humanitarian Response Branch, and other units as may be necessary  ● Support in-coming missions/ donor visits to disaster-affected areas

Partnership and resource mobilization  

• Support donor proposals and ensure quality review. Prepare and oversee donor-related materials  including presentations, updates, handouts etc. in coordination with communication and program  teams.  
• Contribute to identifying and coordinating potential resource mobilization initiatives and  opportunities to further widen and diversify UNFPA’s investments on SRHR and GBV responses in the field  
• As necessary and alongside the country representative, Assistant Representative and Humanitarian development peacebuilding Coordinator, identify and organize meetings with in-country donors to  discuss resource mobilization. 
• Establish relationships with current donors, sending courtesy updates, communications regarding any  potential or identified issue, invitations to missions, and providing continued appreciation for support. ● Prepare and submit timely scheduled reports to donors. 

Advice on procedures in place for the response  

• Contribute to document lessons learned for knowledge management; and  
• Undertake field travel to crisis affected areas, as needed and dependent on the security situation.  

Qualifications and Experience  

Education:  

• A Master’s Degree is required with a university degree in Public Health, Medicine, Health Sciences,  Gender Studies, related Social Sciences, or any other relevant field of study, with at least 2 years of  applicable experience. 

Knowledge and Experience:  

Essential

• Demonstrated experience in programme/project planning design, follow up, monitoring and  evaluation. 
• Strong results-based management skills. 

Desirable

• Substantive experience with programming and implementing Sexual and Reproductive Health in Emergencies, and/or Gender-based Violence in Emergencies initiatives;  Experience working with young people in emergencies are preferred. 
• Experience in a humanitarian or crisis context would be an asset; and  
• Knowledge and experience working with the United Nations system would be an advantage.
