Overview

Overall responsibility for the management of the Concern country programme in Sudan. Ensures the country programme aligns with Concern Worldwide policies and procedures, and meets Core Humanitarian standards. Leads the Senior Management Team and represents the organisation.


Tasks Summary
  • Develop and implement a coherent country programme aligned with global strategy and addressing emergency needs.
  • Provide leadership in programme and operations planning and direction.
  • Build and lead a committed team of national and international staff.
  • Create and maintain a shared vision for programme aims and objectives.
  • Lead and support team coordination and collaboration.
  • Take overall responsibility for the security and safety of personnel and resources.
  • Develop and implement the Country Security Management Plan and Standard Operating Procedures.
  • Liaise with external bodies on current affairs and security developments.
  • Ensure a functioning Security Focal Group and report security threats.
  • Lead strategic programme development and implementation.
  • Ensure effective coordination of technical inputs.
  • Secure funding and undertake country-level negotiations with donors.
  • Develop partnerships with local NGOs and CBOs.
  • Manage the country programme effectively, including resource allocation and monitoring.
  • Provide leadership and support to programme managers.
  • Ensure programmes are implemented according to documents and policies.
  • Maintain communication with Concern Head office and submit reports.
  • Line manage senior management staff.
  • Manage and support the country programme team structure.
  • Ensure a staff Performance and Development Review system is established and maintained.
  • Develop, review, and implement Human Resources procedures.
  • Establish and maintain forums for staff to discuss policy and operational issues.
  • Responsible for overall financial management, including budget preparation and monitoring.
  • Ensure adherence to organisational financial guidelines and procedures.
  • Develop and implement work and expenditure plans.

Experience Requirements

At least 50% travel to programme sites.

Remuneration: OS 7 / €61,613 - 68,459
