CALL FOR PROPOSALS: European Union–Funded Governance in Justice Programme (EU–GOJUST): Access to Justice Grant Facility – Window 1 for Civil Society Organisations Access to justice remains a continuing challenge for the poor and people living in vulnerable situations, especially for women and other sectors who often face barriers in claiming their rights. Many women still encounter gender-based discrimination, a lack of information, and economic limitations that prevent them from seeking legal remedies. Social norms and stigma also discourage survivors of violence from reporting cases or pursuing justice. The EU-Governance in Justice (GOJUST) Programme is a partnership between the European Union and the Government of the Philippines, funded by the European Union. Through its Access to Justice Grants Facility, the programme helps make justice more accessible for everyone, especially women and people in vulnerable situations. Window 1, or the Access to Justice Grant Facility for Civil Society Organizations (CSOs), is the first of three funding windows under the EU–GOJUST. It responds to the continuing need to strengthen access to justice for all, particularly for women, and persons in vulnerable situations who face persistent barriers in claiming and exercising their rights. Civil Society Organizations (CSOs) play a crucial role in bridging the gap between communities and formal justice institutions. Through their work in rights awareness, legal empowerment, and community mobilization, CSOs contribute to ensuring that justice is accessible, inclusive, and responsive to local needs. The Grant Facility therefore seeks to support CSOs and their partner communities in protecting and claiming their legal rights and entitlements, and to promote partnerships between CSOs and government entities or mechanisms, such as the Justice Zones, to improve delivery of justice services for vulnerable groups. Given the nationwide nature of justice challenges, activities may be implemented anywhere in the Philippines. However, proposals that involve Overseas Filipino Workers (OFWs) are limited to initiatives conducted within the Philippines, such as the provision of legal assistance or rights education for OFWs and their families, ensuring alignment with the programme’s local implementation scope.
