CALL FOR PROPOSALS: European Union–Funded Governance in Justice Programme (EU–GOJUST): Access to Justice Grant Facility – Window 2, Strengthening the Clinical Legal Education Program (CLEP) of the Supreme Court Access to justice remains a continuing challenge for the poor and people living in vulnerable situations, especially for women and other sectors who often face barriers in claiming their rights. Many women still encounter gender-based discrimination, a lack of information, and economic limitations that prevent them from seeking legal remedies. Social norms and stigma also discourage survivors of violence from reporting cases or pursuing justice. The EU-Governance in Justice Programme (EU-GOJUST) is a partnership between the European Union and the Government of the Philippines, funded by the European Union. Through its Access to Justice Grants Facility, the programme helps make justice more accessible for everyone, especially women and people in vulnerable situations. Window 2 or “Support to Strengthening the Clinical Legal Education Program (CLEP) of the Supreme Court,” responds to persistent barriers faced by women and vulnerable groups in accessing justice services and justice. Law schools and civil society organizations are well-positioned to bridge these gaps but often lack coordination, resources, and opportunities for practical engagement. By strengthening CLEP and fostering partnerships between CSOs and law schools within the Justice Zones, Window 2 seeks to build capacity for rights awareness and legal empowerment. This will also complement the EU–GOJUST’s activities in the justice zones to contribute to Specific Objective 1 of “promoting a more coordinated, efficient, gender-sensitive, and people-centred justice system”. Collaboration of law schools with CSOs within the justice zones enables greater community reach and responsiveness to emerging legal needs. The law student practitioners are also key beneficiaries of this grant facility, through partnerships with law schools that invest in their long-term formation as socially responsive, practice-ready professionals committed to advancing social justice and public interest.
