Overview

International consultant to deliver training workshops on illegal trade prevention and Montreal Protocol Control measures for customs and enforcement officers in Honduras and Guatemala. The role supports national capacity strengthening for controlling HCFC imports and HCFC-based equipment.


Tasks Summary
  • Conduct training workshops in Honduras for at least 50 customs, enforcement officers, and importers on controlling HCFC imports and HCFC-based equipment, including energy efficiency criteria. Deliverables include a comprehensive report with participant lists, agenda, and workshop outcomes.
  • Prepare a thematic training proposal for Guatemalan customs officials on import control procedures for controlled substances and equipment, including presentation material, digital content, and videos.
  • Design and deliver a quick reference guide for Guatemalan customs officers to identify refrigeration and air conditioning equipment and parts based on the Harmonized System and energy efficiency criteria.
  • Prepare an assessment report on refrigeration and air conditioning equipment imports in Guatemala, covering regulations, energy efficiency, labeling, regulatory gaps, and international models.
  • Conduct training workshops in Guatemala for at least 90 customs, enforcement officers, and importers on controlling HCFC imports and HCFC-based equipment, including energy efficiency criteria. Deliverables include a comprehensive report with participant lists, agenda, and workshop outcomes.
  • Design an online training module for Guatemalan stakeholders on controlling HCFC imports and HCFC-based equipment, aligning with the Montreal Protocol and Kigali Amendment.

Experience Requirements
  • At least 7 years of professional experience in customs and excise operations, including detection of illegal trade.
  • Proven experience in the training of Customs/Enforcement Officers and Customs Brokers.
  • Familiarity with UN Environment Programme’s Montreal Protocol training manuals for Customs Officers.

Qualification Requirements
  • An advanced university degree (master’s or equivalent) in Engineering, International Affairs, Public Administration, Environmental Management, Economy, or Chemistry, or a related field.
  • A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
