Overview
Leads the safe, effective, and compliant delivery of Humanitarian Mine Action operations in Gaza and the wider occupied Palestinian territory, overseeing planning, tasking, staff management, and quality assurance.
Tasks Summary
- Ensure highest safety and security standards in all operations
- Plan, monitor, and evaluate HMA activities
- Exercise responsibility for safe storage and handling of explosives
- Ensure UNMAS prioritisation is considered in planning and implementation
- Manage, monitor, and supervise HMA TFMs, medical staff, and radio operators
- Monitor and analyse productivity and recommend enhancements
- Lead planning and monitoring of training for national operational employees
- Assist support services in developing operational support plans
- Ensure teams are adequately supplied with necessary equipment
- Report operational outputs to HDP HQ monthly
- Responsible for internal Quality Control (QC) and Quality Assurance (QA)
- Conduct regular QA visits to all teams
- Keep a record of all training carried out by employees
- Promote safety culture and safe methods of munitions clearance and disposal
- Collection and retention of technical information on munitions
- Support and advise country management on operational matters
- Support HDP Manager with strategic planning and implementation of HMA projects
- Contribute to donor proposals and reports
- Develop collaborative relationships with national authorities and other agencies
- Attend Mine Action Coordination meetings
- Ensure UNMAS prioritisation and ongoing activities of other operators are considered
- Propose changes and improvements of technical procedure and standards to HQ
- Maintain and develop SOPs, workplans, and other relevant operations documentation
- Recruit and manage HMA technical staff
- Analyse lessons learned to support regional and global programmes
Experience Requirements
- Minimum 5 years’ previous experience in HMA and full understanding of its technical requirements
- Previous work experience as an operations Manager
- Proven management experience gained in a range of settings
- Experience with accreditation to IMAS standard
- Proven record of training national staff and ability to train and mentor national counterparts
- Experience of working in insecure environments
