Overview
Leads day-to-day Humanitarian Mine Action field operations in Gaza and the wider oPt, ensuring safe, high-quality EOD/EHA activities, team supervision, and compliance with standards. Oversees logistical and administrative needs, supports capacity building, and provides operational reporting.
Tasks Summary
- Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD/EHA operations
- Supports the HDP Operations Manager in planning and tasking of operational assets
- Manages, mentors and supervises national staff ensuring compliance with IMAS, TSGs, & DRC HDP SOPs
- Delivers and monitors training to build capacity within national staff
- Conducts internal quality assurance of EOD/EHA, providing corrective action
- Daily reporting of all HDP activities to OM and IM unit
- Monitors and analyses productivity and reports recommendations for improvement
- Supports the process of accreditation of DRC HDP in oPt
- Assists the OM in revision of TSGs and DRC HDP SOPs
- Advises, assists and guides other DRC sector staff to mitigate EO risks
- Implements security measures in accordance with the security plan
- Supports capacity building of national partners
- Ensures priorities set by the programme and UNMAS are met
- Acts as an OM during OM’s absence
- Ensures serviceability and timely replacement of equipment
- Follows up on requisitions to HQ
- Reports damage and losses correctly
- Acts as Logistic focal point to coordinate with Supply Chain Manager
- Assists OM and Supply Chain in developing plans for equipment maintenance and turnover
- Monitors discipline and welfare of assigned staff
- Ensures correct staff levels are maintained
- Identifies staff potential for advancement
- Conducts annual appraisal of staff
- Documents staff work and leave records
- Facilitates recruitment of field-based staff
- Ensures correct financial procedures are followed at field level
- Verifies and signs all field vouchers and payments
- Monitors operational expenditure at field level
Experience Requirements
- A minimum of 5 years of working experience in Explosive Ordnance Disposal is required
- IMAS EOD Level 3+ and IMAS IEDD Level 3 qualifications and previous work experience as a TFM is required
- Experience as a trainer and supervisor of mine action technical staff in EOD is required
- Experience in logistics and the safety of personnel and assets is required
- Working experience in the Middle East is highly desirable
- Substantial documented professional technical experience in mine action
- Basic first aid
- Basic radio communication
