Overview
Consultant to support Member States in strengthening education management information systems (EMIS) and to expand the Higher Education Policy Observatory.
Tasks Summary
- Draft two new thematic modules for the EMIS Progress Assessment Tool: Inclusion Module and Education in Emergency module.
- Finalize EMIS PATT module on higher education.
- Provide technical guidance for EMIS-PATT country implementations.
- Finalize a draft Competency Framework for EMIS-related staff.
- Propose institutional mechanisms for competency framework implementation.
- Contribute to the conceptualization and programme design of an international conference on EMIS in the era of AI.
- Participate in the delivery of conference activities.
- Support implementation of project activities linked to e-governance and EMIS strengthening in Ukraine.
- Support preparation of project narrative report for Ukraine.
- Liaise with partners, contractors and UNESCO field office teams for Ukraine project.
- Develop visualization concepts for integration of statistical indicators into the Higher Education Observatory.
- Develop new visualization concepts for cross-referencing statistical and policy indicators.
- Design downloading templates for indicators.
- Monitor and improve the Higher Education Observatory site.
- Refine presentation of policy indicators.
- Develop at least two new comparative policy indicators.
- Integrate data updates into the Higher Education Observatory.
- Collaborate to develop an API for the Observatory.
- Codify Observatory backend processes and establish guidance for sustainability.
Experience Requirements
Experience in education planning, information systems, statistics, or related fields.
Qualification Requirements
Advanced university degree (PhD) in education planning, information systems, statistics, or related fields.
