Overview
Support and implement integrated planning, budgeting, monitoring, and reporting systems within the WHO Regional Office for Europe. Foster results-based management through direct support to countries and regional technical divisions for improved programme management and adherence to WHO guidelines.
Tasks Summary
- Contribute to the development of biennial programme budgets, assist with budget costing and analysis, and prepare planning guidance.
- Support bottom-up planning, regional consolidation, and prioritization.
- Facilitate operational planning in countries and regional divisions, including workplan and workforce plan establishment.
- Conduct monthly monitoring exercises using WHO’s ERP system for Programme Budget allocations, planned costs, resource projections, and award management.
- Coordinate regional response to payroll cost reconciliation.
- Manage award and workplan budgets by processing requests and ensuring data quality.
- Provide workplan management monitoring and support, including training and individual assistance.
- Support global and regional performance assessment by providing data and analytical support.
- Support resource planning through advice and ensuring data quality.
- Implement senior management decisions regarding corporate resource allocation.
- Support workforce and position management through review and clearance of positions.
Experience Requirements
Experience in implementing integrated planning, budgeting, monitoring, and reporting systems. Experience in supporting countries and regional technical divisions for programme management. Experience in adherence to relevant WHO guidelines and procedures.
