Overview

Consultant to provide application-based support on data linking techniques, including deterministic and probabilistic methods, to strengthen national statistical systems.

Tasks Summary

• Develop a workplan
• Conduct virtual training sessions on record linkage methods and Python/R script
• Create relevant code and guidance documentation
• Prepare a final report with recommendations
• Liaise with NSO focal person and experts
• Provide training on data hashing and anonymization
• Create synthetic data for code development
• Document current data linking processes
• Provide feedback and guidelines to NSO
• Train NSO on code integration and usage

Experience Requirements

At least 5 years of professional experience required. Two additional years of relevant working experience may be accepted in lieu of an advanced degree. Demonstrated experience in implementing probabilistic record linkage on real data and applying different models is required. Proven skills in designing, implementing, monitoring, and reporting training initiatives is desired. Familiarity with the 2030 Agenda and the SDG indicator framework is desirable. Familiarity with the National Statistical Office is desirable.

Qualification Requirements

Advanced University degree in statistics, mathematics, computer science, data science, big data, or related field.

Other Details

Languages Required: Fluency in oral and written English is required.

Languages Preferred: Knowledge of another official UN Language is an advantage.
