Overview

The Programme Policy Officer, Emergency Response will lead the implementation, monitoring, and documentation of unconditional support activities in Malakal field office coverage areas, aligning with WFP South Sudan's strategic direction.

Tasks Summary
  • Lead field office coordination of emergency response.
  • Lead preparation of response capacities and contingency planning.
  • Monitor humanitarian and food security trends.
  • Support identification, development and management of strategic partnerships.
  • Represent WFP in relevant external platforms.
  • Support strategic engagement with line ministries.
  • Establish and strengthen strategic partnerships with other food security actors.
  • Lead and participate in project design, proposal reviews, budget review and oversight, invoice processing, report reconciliation, and performance reviews for cooperating partners.
  • Serve as first focal point to cooperating partners.
  • Manage operational data linked to unconditional support.
  • Coordinate with the logistics unit to plan delivery of assistance.
  • Oversee the distribution of assistance.
  • Collect and review distribution updates and reports.
  • Engage and collaborate with field office management on data needs.
  • Ensure compliance with WFP corporate policies and procedures.
  • Prepare accurate and timely reporting on emergency response activities.
  • Coordinate with the research, assessments and monitoring team to develop reports and data visualization tools.
  • Prepare notes for the record.
  • Ensure all relevant documentation is kept up to date.
  • Contribute to the preparation of donor and high-level field visits.
  • Coordinate with the resilience and livelihoods building activities team.
  • Conduct site visits, provide feedback and guidance.
  • Participate in WFP’s evidence generation and learning activities.
  • Support capacity building of WFP staff, partners and national government.
  • Provide guidance to support staff.
  • Serve as deputy to the head of programme.
Experience Requirements

For master's degree holder or higher: At least one year post graduate professional experience with humanitarian organizations or government institutions in emergency preparedness and response, disaster risk management, or humanitarian programme coordination and implementation in a complex setting and/or an emergency operation. For a candidate with bachelor’s degree, at least three years of the above experience is required.

Qualification Requirements

Advanced university degree in humanitarian or emergency response, disaster management, rural development or other field relevant to food systems and resilience, or first university degree with additional years of related work experience.
