Overview
The Communications and Social Management Officer will serve as the focal point for communications and social management for projects in Sint Maarten, ensuring the smooth implementation of the communication strategy and effective social management through interaction with communities.
Tasks Summary
- Support the development of a Communication Strategy.
- Build the project narrative aligned with national context and UNOPS style.
- Identify key audiences for internal and external communications.
- Engage with the stakeholder network.
- Coordinate relations with national and regional media.
- Support the organization of project events.
- Monitor major media outlets.
- Support crisis management.
- Identify and manage communication suppliers.
- Review and edit project reports.
- Develop and update content for UNOPS website, social media, and newsletters.
- Participate in the UNOPS Regional Communication Network and UN Communications Group.
- Support training on Communication Strategy aspects.
- Organize and share a repository of communication and outreach material.
- Identify, map, and analyze key social actors.
- Establish and support a grievance redress mechanism.
- Organize and facilitate community meetings.
- Coordinate with institutional stakeholders.
- Conduct awareness campaigns.
- Support the implementation of project activities through a participative approach.
- Train project personnel on social safeguards and stakeholder engagement.
- Assess the project's social context and impacts.
- Monitor and document social effects of construction activities.
- Support conflict resolution.
- Collaborate in the development and implementation of the Social Management Plan.
- Ensure adherence to social commitments.
- Prepare monthly and ad-hoc reports.
- Support gender and inclusion efforts.
- Monitor potential tensions between local communities and construction workforce.
- Assess and mitigate disruptions to local businesses, transportation, and daily life.
- Engage with residents regarding land and property concerns.
- Address potential public health risks.
- Identify and support vulnerable groups.
- Develop communication materials with a Gender and HSSE approach.
- Support gender and innovation initiatives.
Experience Requirements
- A minimum of 3 years of relevant experience in social communications, communication with international organizations and social management.
- Experience working with stakeholders, social/citizen dialogue action, and/or conflict resolution is required.
- Highly Desirable: Experience in projects, activities, and/or initiatives with a social component, applying a human rights approach, gender perspective, diversity, and inclusion.
- Experience in social management of infrastructure projects.
- Experience in organizations of the UN System and in international organizations.
- Desirable: Experience in reputational crisis situations.
Qualification Requirements
- Required: Bachelor's degree preferably in one of the following disciplines: journalism, public relations, social work, sociology, psychology, communications, political science or related areas.
- Desirable: A master's degree preferably in one of the following disciplines: journalism, public relations, social work, sociology, psychology, communications, political science or related areas.
