Overview

The consultant will assist the Independent Evaluation Unit (IEU) in implementing its workplan during 2026 as an evaluation manager. This involves providing technical advisory and quality assurance support for various evaluations and contributing to corporate reporting.


Tasks Summary
  • Provide advisory and quality assurance technical support to ITC units managing approximately three project managed evaluations.
  • Provide advisory support to ITC units involved in approximately four funder led evaluations or reviews.
  • Co-coordinate IEU led strategic evaluation jointly with the Head of IEU.
  • Assist the IEU with organizing information sessions and disseminating the new ITC Evaluation Policy 2026 and Evaluation Guidelines.
  • Review the Evaluation Plan data at the Project Portal for completeness.
  • Monitor and provide updates on the progress of recommendations from IEU-managed evaluations.
  • Gather inputs and draft content on evaluation Key Performance Indicators (KPIs) for ITC corporate reporting.
  • Coordinate and consolidate institutional inputs for timely submission to UN oversight and evaluation bodies.
  • Coordinate and consolidate inputs to follow up on the status of recommendations and maintain the JIU Web-Based Tracking System (WBTS).
  • Prepare concise analytical summaries of key findings and recommendations.

Experience Requirements
  • A minimum 7 years of progressively responsible experience in evaluation and results-based management, preferably in UN or international organizations.
  • A minimum of 3 years of demonstrated experience working in or for the UN system or comparable international organizations.
  • A minimum of 3 years of proven experience in evaluation or applied research and international cooperation project management advisory and technical support roles requiring sound judgement, autonomy, and interaction with project managers and senior stakeholders.
  • Familiarity with UN oversight, evaluation and audit bodies (JIU, OIOS, Board of Auditors, SWEO) standards and reporting models is an asset.
  • Familiarity with trade-related or private-sector development interventions is an asset.

Qualification Requirements

Advanced university degree in economics, social sciences, development studies, research and evaluation, or related fields. Postgraduate degree in evaluation of public policies and/or development programmes is an asset.

Languages Required: Fluency in English

Languages Preferred: knowledge of French or other UN languages is an asset
