Overview
The Programme Manager and Head of Sub-Office is responsible for coordinating the implementation of IOM programmes in Palau and managing the IOM Palau Sub Office.
Tasks Summary
- Manage overall implementation of the Immigration and Border Governance (IBG) and other programmes in Palau.
- Provide financial, procurement, administrative, and technical backstopping for projects.
- Provide operational and technical supervision to project staff.
- Monitor programme strategy, implementation and progress.
- Track progress against strategic objectives and benchmarks.
- Ensure the implementation of the Monitoring and Evaluation (M&E) framework.
- Ensure timely and accurate information sharing on project activities.
- Coordinate the preparation of updates, summaries, press releases, and visibility materials.
- Coordinate the preparation and dissemination of project reports.
- Represent IOM in relevant conferences, workshops, steering committees, and technical working groups.
- Maintain strong working relationships with government counterparts and stakeholders.
- Support the advancement of IBG thematic areas across the Pacific region.
- Oversee the operational, human resources, administrative, financial, and supply chain functions of the IOM Palau Sub Office.
- Manage training and capacity-building initiatives for Sub Office staff.
- Ensure adherence to safety and security protocols.
- Provide regular updates to the Chief of Mission/Sub-regional Coordinator.
- Work to ensure visibility of IOM and its donors.
- Undertake duty travel as required.
Experience Requirements
- Five years of relevant professional experience with a Master's degree; or seven years of relevant professional experience with a University degree.
- Experience in project management, development, monitoring, reporting and evaluation.
- Experience in capacity-development activities.
- Experience in migration management (immigration and border governance is an advantage).
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Qualification Requirements
• Master’s degree in International Relations, Political Science, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution; or University degree in the above fields.
