Overview

The Climate Mobility Innovation Officer (Systems Development, Monitoring & Evaluation) will provide technical support to the Climate Mobility Innovation Lab (CMIL) on systems development, country contextualisation, implementation, monitoring, and learning processes for IOM’s Climate Catalytic Fund (CCF) and other CMIL activities.

Tasks Summary
  • Maintain and adjust MEAL framework, systems and tools for the Climate Catalytic Fund.
  • Prepare project/programme reviews, impact assessments, evaluations and lessons learned workshops.
  • Provide technical leadership for the implementation of the CCF Framework and accompanying guidelines.
  • Facilitate the proper use of IOM’s Project Information and Management Application (PRIMA).
  • Contribute to the development, implementation and continuous improvement of the pipeline and systems for CCF project applications.
  • Collaborate with IOM country offices to facilitate the implementation of and compliance with the CCF Framework and guidelines.
  • Contribute to and facilitate the regular sharing of M&E findings and leveraging of knowledge management.
  • Coordinate the process for identifying key performance questions, indicators and parameters for monitoring and evaluating performance.
  • Design performance monitoring tools and review project proposals received under the CCF.
  • Facilitate CCF training sessions with project staff, partners and communities.
  • Provide substantive inputs to strengthen capacity of IOM field teams and partners.
  • Review the availability and quality of relevant data and tools.
  • Participate in activities with external partners and support communication and outreach efforts for the CCF.
  • Participate in the development of projects/programmes, communication materials, and guidance documents related to the CCF.
  • Coordinate with local authorities, partners, and community groups.
  • Perform other duties as may be assigned.
Experience Requirements
  • Master’s degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.
  • Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation.
  • Experience and knowledge in creating and managing blended finance mechanisms, especially those led/created by IOM.
  • Experience and demonstrated knowledge of IOM’s internal programme management systems.
  • Experience in capacity development and training of a wide range of stakeholders.
  • Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies.
  • Knowledge of office software packages (e.g., MS Word, Excel) and spreadsheet and data analysis tools will be a distinct advantage.
  • Knowledge of migration related issues, including climate change and displacement will be a distinct advantage.
  • Familiarity with IOM/UN administrative and financial management including programme is an asset.
Qualification Requirements
  • Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Contract Duration: 9 Months with Possibility of Extension
