Overview
This role will be based in Beirut and embedded within the Ministry of Social Affairs (MoSA) to improve aid and empower people affected by crises and climate change.
Tasks Summary
- Chair the Cash Working Group on behalf of MoSA, ensuring strong integration of social protection approaches.
- Strengthen coordination across the CWG and Social Assistance Committee (SAC), promoting alignment, information flow and joint planning.
- Provide technical support and guidance to the SAC Secretariat, including on CVA and implementation of the National Social Protection Plan.
- Translate evidence and research into actionable recommendations, guidelines and strategic documents.
- Support the development of technical and operational CVA guidance that reflects national social protection priorities.
- Facilitate productive partnerships between MoSA, UN agencies, NGOs and other stakeholders engaged in social protection and cash programming.
- Contribute to national dialogue and planning processes to advance coherent social protection programming.
- Mentor MoSA staff toward a long‑term skills transfer and smooth institutional handover.
Experience Requirements
- Demonstrated experience coordinating across humanitarian and development actors.
- Experience working with government institutions, preferably in complex or crisis‑affected contexts.
- Strong technical expertise in CVA design and implementation, including harmonisation and systems strengthening.
- Experience in mentoring, capacity development and developing guidance or training materials.
Qualification Requirements
• Master’s degree in a relevant field (e.g., social policy, economics, international development or similar).
