Overview

This role involves evaluating an extra-budget project focused on strengthening evidence-based interventions for road safety in the Arab region. The evaluation aims to determine the project's contribution to intended results, identify contributing factors, and assess unintended outcomes.

Tasks Summary

• - Assess the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability.
• - Evaluate the extent to which gender, human rights, disability inclusion, and environmental concerns were incorporated.
• - Develop a Theory of Change for project results.
• - Test the causal mechanism using available evidence.
• - Ensure a mixed method, inclusive, and participatory approach.
• - Ensure all aspects are gender and human rights sensitive, with a focus on the rights of persons with disabilities.
• - Comply with UNEG Ethical Guidelines for Evaluation.

Experience Requirements

• - A minimum of five years’ experience undertaking impact evaluations.
• - Experience with projects and/or evaluations working with Arab governmental bodies.

Qualification Requirements

• - A Master's degree in management, evaluation, or related area.
• - Advanced university degree (master’s degree or equivalent) in social sciences, development studies, management, international relations, economics or any other related field.

Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • Fluency in Arabic is desirable. • Excellent oral and written communication skills and the ability to effectively convey complex information in a clear and concise manner to both governmental and UN audiences is desirable. • Work experience in Road Safety issues is desirable.
