Overview

The consultant will collect national data to support the preparation of a National Inventory of Banks and National Plan for Saint Kitts and Nevis, focusing on controlled substances and stakeholders.

Tasks Summary
  • Undertake a desk study on available data on banks of used and unwanted controlled substances.
  • Develop a database of used or unwanted controlled substances, including substance name, quantity, location, and past five years' data trends.
  • Collect data on controlled substances in installed equipment by substance and by application.
  • Develop a stakeholder database including roles, responsibilities, and gender aspects.
  • Identify data gaps and improvement opportunities related to controlled substances, institutions, stakeholders, policies, and regulations.
  • Identify laboratories for ODS and HFC analysis and assess the need for upgrading.
  • Prepare a draft and final National ODS Banks Data Report.
  • Support the NOU in conducting national consultations, public outreach, and communication.
Experience Requirements
  • A minimum of ten (10) years of relevant and progressively responsible working experience in activities that support undertaking national survey, developing reports and organizing stakeholder consultations at the national level is required.
  • The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
  • Experience in writing and reviewing technical project documents is required.
  • Demonstrate an understanding of policy and technical issues related to ODSs HFCs, their alternatives and dependent technologies is required.
  • Demonstrate experience in the area of the Montreal Protocol and the Refrigeration Servicing Sector (RSS) is required.
  • Experience in national data collection in the RSS is required.
  • Demonstrate progressive experience in the field of environment, engineering, RSS, or a related field is desired.
  • Experience working with the NOU at the national level, showcasing a deep understanding of the Refrigeration Servicing Sector (RSS) in Saint Kitts and Nevis and the specific challenges associated the use management of ODSs and HFCs in the RSS is required.
Qualification Requirements

A high school diploma is required.

Other Details

Languages Required: Fluency in oral and written English is required.

Languages Preferred: Knowledge of other UN language is desirable.

Contract Duration: 9 months
